Abstract

Purpose

The purpose of this work is to determine the key barriers on the path of information economy’s formation in modern Russia and to determine the possibilities and perspectives of overcoming them.

Methodology

In order to determine weak spots in the Russian practice of information economy’s formation, the values of the indicators that reflect the corresponding progress in technosphere, sociosphere, economic sphere, and target result in Russia are compared to average values for the leading countries of the world that achieved the largest success in the formation of information economy. For that, the method of comparative and problem analysis is used.

Results

In the course of the research, the institutional barrier, which is related to the limitation of acceptance of priorities of information economy in the national strategy; structural barrier, which is based on insufficient development of the ICT spheres; and investment barrier, caused by deficit of investments in the ICT spheres, were found.

Recommendations

The determined barriers do not correlate with the national peculiarities of the socio-economic system of modern Russia. In particular, despite the incompleteness of market reformation, the level of informatization of the Russian economic system is very high. Despite the traditional public mode, sociosphere is the sector of the largest success in Russia in information economy’s formation, and the directive character of modernization of the socio-economic system stimulates quick formation of information economy due to timely establishment of the corresponding strategic course and implementation of state initiatives in the direction of its practical implementation.

Abstract

Purpose

The purpose of the work is to verify the offered hypothesis and to evaluate the potential of the modern Russian entrepreneurship in economy’s informatization.

Methodology

A specially developed proprietary method of evaluation of entrepreneurship’s potential in economy’s informatization and the level of its opening is used, which is created on the basis of the classical method of effectiveness evaluation. The information and analytical basis of studying the entrepreneurship’s potential in economy’s informatization is the materials of the report “The Global Information Technology Report 2016. Innovating in the Digital Economy”, prepared and presented by INSEAD, JOHNSON (Cornell University) and World Economic Forum. The offered proprietary method envisages evaluation of entrepreneurship’s potential in economy’s informatization and the level of its opening on the basis of statistical data according to four criteria: business and innovational environment, business ICT infrastructure, usage of new ICT in business, and economic consequences of using new ICT in business.

Results

The author evaluates the entrepreneurship’s potential in economy’s informatization in modern Russia in 2016 and concludes that entrepreneurship’s potential in modern Russia is rather high, due to which high value of the index of information economy’s formation in Russia is achieved. That is, large entrepreneurship’s potential in economy’s informatization should be viewed as a precondition for information economy’s formation in modern Russia.

Recommendations

The author proves that entrepreneurship’s potential in economy’s informatization is an important component of the process of information economy’s formation in the economic system and can stimulate successful and quick implementation of this process or, quite on the contrary, slow down it rated, based on which it should be paid more attention.

Abstract

Purpose

To elaborate on the model terms for the effective integration in Russia's special economic zones in the long term.

Design/Methodology/Approach

The statistical method, comparative method and a formalised model of game theory are used in this research.

Findings

The research is aimed at determining the model conditions for effective integration in Russia's special economic zones. The proprietary methodology envisages the following stages: establishment of the case experience of the development of Russia's special economic zones and determination of requirements that are set to residents (players) for entrance; comparison of the functioning of players of one of the studied integration structures under the conditions of individual development and the conditions of business integration; description of advantages; development of the practical implications to improve the business strategies of residents (players). The analysis is performed based on the materials of the development of Industrial Production SEZ ‘Alabuga’ (Republic of Tatarstan) and its residents, as well as the evaluation of the system of regulation of the parameters of joining special economic zones of different types. The assessed residents of Industrial Production SEZ ‘Alabuga’ (Republic of Tatarstan) are Trakya Glass Rus and Automotive Glass Alliance Rus (in 2021, the name was changed to Shishejam Automotive Rus), which started functioning within the association in 2017.

Originality/Value

The originality and scientific value of this research are due to the description of the specific features and perspective directions of integration in Russia's special economic zones.

Abstract

Purpose

The purpose of this research is to reveal the specific features of the behaviour of market players in the collaboration of universities and business structures in the context of the digital economy's development. The traditional processes of collaboration of science and business are compared to the partnership under the conditions of open science.

Design/Methodology/Approach

This research is based on the totality of concepts and theories, founded on the theory of non-linearity of innovations, which allows defining them as a bilateral process that is open to other players. The list of market players, which participate in the process of collaboration, and the character of their interaction are considered from the position of the triple innovation spiral. The specifics of the collaboration of scientific and business structures are considered from the position of knowledge exchange, and the means of their organisation – from the position of the theory of university-industry collaboration. This methodology allows determining the key aspects of collaboration as a process of knowledge exchange and systematising the range of tools and channels of innovation transfer. The evolutionary game theory is used for the empirical evaluation of the specifics of the market players' behaviour in the process of collaboration. The context of the support of the digital economy is considered within the concepts of open innovations, organisation of scientific digital networks and Open Science. The methods used allow for the systemic reflection of the processes related to the behaviour of market players in the collaboration of universities and business structures and the determination of the key advantages that are achieved by them for the support of the digital economy.

Findings

It is determined that the digital economy is a result of innovative development and its trigger at the same time. Based on this, the behaviour of market players uses digital potential, on the one hand, and creates conditions for its support, on the other hand. Collaboration is one of the formal tools of the transfer of innovations, which partially covers the interaction with such tools and channels as intellectual property, academic spin-offs, research mobility and labour mobility. Based on the theory of the triple spiral of innovative development, it is stated that business structures and universities are the key elements of innovations. Their interaction is increased by the influence of the government policy and allows creating effective forms of collaboration, which facilitate the knowledge exchange within the system. At this, the business performs the functions of investing and provision of collaboration, universities implement the key processes connected to fundamental research, and government expands the innovative capabilities, stimulating the growth of competitiveness and resolution of social problems. The important problems of the market players' behaviour in the process of scientific and research collaboration are the organisation of the process of knowledge exchange, which is related to intellectual rights, and the difference between the goals of market players at the initial stages of cooperation. Resolution of the above problems allows raising the level of mutual trust and facilitates the processes of knowledge exchange.

Originality/Value

We systematise the tools and channels of collaboration of universities and business structures, substantiate the principles and terms of the market players' behaviour in the process of knowledge exchange, and determine the role of each player. In the context of modern tendencies of the digital economy's development, we determine the specifics of the market players' behaviour in the context of using digital technologies and providing a high level of openness of the scientific and production partnership.

Abstract

Purpose

The purpose of this paper is to determine the role of innovations in provision of competitiveness and innovational development of economy and overcoming of “underdevelopment whirlpools” in Russia and countries of Eastern Europe with the help of a special proprietary methodology.

Design/methodology/approach

The authors substantiate the concept and methodology of calculation of “underdevelopment whirlpools”, perform the analysis of development of “underdevelopment whirlpools” in Russia and countries of Eastern Europe and evaluate the influence of “underdevelopment whirlpools” on competitiveness of these countries’ economy.

Findings

The authors determine the perspectives of overcoming the “underdevelopment whirlpools” in Russia and countries of Eastern Europe and increasing their competitiveness with the help of innovation and develops practical recommendations for creation of innovational economy for the purpose of provision of high competitiveness and overcoming of “underdevelopment whirlpools” in Russia and countries of Eastern Europe and overcoming of strong and growing differentiation of the level of socio-economic development of their sub-systems.

Practical implications

Creation of innovational economy in Russia and countries of Eastern Europe is hindered by multiple obstacles (socio-economic and institutional), the success of overcoming of which determines the realization of a certain scenario of development of events.

Originality/value

The main conclusion is that creation of innovational economy can and should become a new vector of economic growth in Russia and countries of Eastern Europe and overcoming of strong and growing differentiation of the level of socio-economic development of their sub-systems.
