Abstract

Purpose

The Retrofit State of the Nation Survey has tracked the perceptions of social housing sector professionals’ views of retrofit since 2010. It has taken the form of three surveys conducted in 2010, 2013 and 2015. Here, the authors bring together the three surveys to specifically address the adoption and perceived effectiveness of retrofit technology in social housing projects. The purpose of this paper is to identify the changing perceptions of social housing professionals over a period of significant policy change within in the sector.

Design/methodology/approach

The research takes the form of a cross-sectional attitudinal, self-completion survey, covering sections considering the adoption levels and perceived effectiveness of different retrofit technologies. The target sample was medium to larger scale registered social housing providers. The surveys were conducted in 2010, 2013 and 2015.

Findings

In terms of effectiveness, the reliance on tried and tested technologies is apparent. Emerging or more complex technologies have declined in perceived effectiveness over the period. It is clear that social housing has adopted a wide range of technologies, and the larger providers, with whom this survey is undertaken, potentially represent a significant pool of UK retrofit experience.

Originality/value

The survey provides a record of the changing attitudes of social housing providers to specific technologies over the period of 2010-2015, which has seen significant changes in the energy and social housing policy. The findings show the link between policy instruments and adoption, with policy instruments mapping to adoption in the sector. Perceived effectiveness reflects a preference for more established technologies, an issue that is highlighted in the recent Bonfield Review.

Purpose

There is a clear consensus that improving energy efficiency of existing housing stock is necessary to meet the UK’s legally binding carbon emission targets by 2050. The purpose of this paper is to assess the energy saving potentials from building retrofit using an end-terrace house, similar houses represent about 30 per cent of the existing building stock in the UK.

Design/methodology/approach

The Salford Energy House – a unique pre-1919 Victorian end-terrace house built within an environmental chamber – was used. Retrofit modelling analysis was carried out using IESVE – a dynamic thermal simulation tool. The retrofitted model was also evaluated using future projected climate data (CIBSE latest release) to examine energy demands and overheating.

Findings

Findings show that improving building fabric thermal characteristics can reduce space heating demands substantially. Heating modes, set point preferences and infiltration level all have strong impact on heating demands. Space heating demand savings can be as much as 77 per cent when the property facades were upgraded to the similar requirements of Passivhaus standards. The research implicates that, for dwelling retrofit practices, a whole house holistic approach should be the preferred option to improve energy efficiency. With future climate scenarios where temperatures are potentially elevated, the heating demands can be potentially reduced as much as 27 per cent.

Practical implications

The likelihood of overheating in dwellings after a deep retrofit due to future elevated temperatures becomes apparent. Therefore, mitigation of overheating risk becomes a necessity for future domestic housing stock retrofit planning and policy making.

Originality/value

The research presented in this paper highlights the effectiveness of various retrofit measures individually as well as holistically, also the implications on energy demands and the likelihood of overheating in dwellings under future climate scenarios.

Abstract

Purpose

This paper aims to focus on the assessment of a domestic property's energy performance status by a domestic energy assessor (DEA), to ascertain the possible underlying reasons for variability in the results of Energy Performance Certificates (EPCs). By variability, the authors mean discrepancies in assessment between different DEAs on similar properties. This is important because the uses for the EPC have been extended beyond their original function as an asset rating system, to include themes encompassing building policy decisions, building performance and the distribution of incentives and grants. Consequently, inaccuracies in EPC reporting will have a greater impact than may have been the case at the outset.

Design/methodology/approach

A case study approach involving the conducting of semi-structured interviews with 20 practicing DEAs was carried out, with transcribed recordings of the interview material subjected to thematic analysis. This formed part of a wider mixed methods study.

Findings

The results identify a wide range of underlying reasons for variability driven by issues in both practice and process, including conflicts of interests, the EPC auditing process, the default inputting of missing data by RdSAP where information may not be available/discoverable by the DEA, the quality and perception of EPCs and DEA training and experience.

Research limitations/implications

The sample size of 20 is by definition limiting, and it is possible that different results would have been obtained from a different sample. Although thematic saturation from the analysis of the responses on the key question of whether EPCs are considered variable does mitigate this. The respondents were all in possession of five years or more experience and of carrying out EPCs for different purposes. Less experienced DEAs may inevitably have responded to questions differently. The thematic analysis gives the researcher control over the presentation of the results, and it is noted that this creates a potential for bias. The researcher is immersed in the world of construction and property, with regular contact with DEAs and EPCs, which may influence the perspective of the results.

Practical implications

The research identifies risks to the accuracy of EPCs. To this end, and with the specific research findings in mind, this research may be of interest to construction professionals with respect to EPC practice and procurement, to the Accrediting Bodies who audit EPCs, to the creators of RdSAP with respect to automated EPC inputs, to academics either at face value or for use in further research and to policy makers who may wish to consider RdSAP data in future with qualifiers or margins of error, or may even look to review the EPC as the instrument of choice for some applications.

Originality/value

There is much literature analysing the shortcomings and nuances of RdSAP results, and the software model that generates the EPC, but only very limited literature extending the discussion about RdSAP to its operator: the DEA. At the time of writing, there is no literature focusing directly on the DEA and its role within the EPC production process. Their role is more important now, given the expanding use of EPCs, and increased reliance on EPC data.

Abstract

The inter‐organizational network is becoming an increasingly common form of organization. The majority of trade is carried out between organizations, rather than organizations and households. Many of these networks are concerned with the exchange of tangible goods. However, increasing numbers are concerned with the exchange of knowledge and all are dependent upon the role of knowledge in their activities. It is our assertion that with an understanding of the nature of knowledge, we may identify how, and why, certain network formations are adopted. It is asserted that links between organizations may be viewed as knowledge assets. The expression of multiple links within a corporate community may be regarded as a network of knowledge assets. From this conceptual framework, it may be possible to answer wider questions concerning the nature of networks established in the real world and how changes are wrought on a network over a period of time.

Abstract

Purpose

The study was designed to assess the attitudes, strategic readiness and drivers and barriers to the adoption of sustainable retrofit within the UK social housing sector.

Design/methodology/approach

The study was undertaken using a structured questionnaire that was completed by 130 providers of social housing.

Findings

The study showed that social housing providers were aware of the sustainable retrofit agenda, but with varying levels of strategic readiness. Immediate benefits to residents were seen as important drivers, as opposed to more remote issues such as climate change. The emerging nature of the sustainable retrofit market was seen as a major potential risk for residents.

Research limitations/implications

The study represents a snap-shot of adoption and effectiveness issues, therefore does not show the trajectory of adoption which should be addressed in a follow-up study.

Practical implications

The social housing sector has been viewed as a market maker for the sustainable retrofit market. The study shows the attitudes of the sector to this role.

Social implications

The study has implications for the understanding social housing providers’ engagement with the sustainable retrofit market to address fuel poverty and climate change. Social housing's role as market maker has implications for policies such as Green Deal and Energy Company Obligation.

Originality/value

The study covers approximately 20 per cent of the social housing stock under management and gives a robust perspective of current views on adoption and effectiveness of retrofit technologies within the social housing sector. This is useful for both other social housing providers and policy makers.

AS Canadians themselves will quickly inform you, this is a big, young country—Great Britain would fit into a small part of Alberta, large stretches of which are still not accurately recorded on large scale maps. Indeed, I listened to radio reports of a search for two aircraft on the first morning we were there. One aircraft (a helicopter) had been missing in the North Western Territories with a Calgary man aboard for two weeks and was eventually found crashed; the other, missing for two days, was a Cessna seaplane which had run out of fuel and punctured a float as it landed close to the shore of the Great Slave Lake. The occupants were rescued by air from this largely uncharted waste.

Abstract

Purpose

The study was designed to assess the knowledge, adoption and perceived effectiveness of sustainable retrofit technologies within the UK social housing sector.

Design/methodology/approach

The study was undertaken using a structured questionnaire that was completed by 130 providers of social housing.

Findings

The study showed that social housing providers were evenly split in their reliance on internal or external information for sustainable retrofit knowledge. In terms of adoption identified that this was strongly driven by government‐funded programmes, leading to widespread adoption of low technology solutions. The respondents identified that many leading edge technologies were perceived to be less effective.

Research limitations/implications

The study represents a snap‐shot of adoption and effectiveness issues, therefore does not show the trajectory of adoption which should be addressed in a follow‐up study.

Practical implications

The social housing sector has been viewed as a market maker for some of the newer technologies. It indicates that some of the newer technologies, such as heat pumps are viewed as less effective than more established technologies.

Social implications

The study has implications for the adoption of technology to address fuel poverty and climate change, as well as informing future policy such as Green Deal.

Originality/value

The study includes 130 responses from the social housing stock and gives a perspective of current views on adoption and effectiveness of retrofit technologies within the social housing sector. This is useful for both other social housing providers and policy makers.

Abstract

On May 12th the case for the abolition of night baking from the operatives' point of view was placed before the Committee appointed by the Government to investigate the subject under the chairmanship of Sir WILLIAM MACKENZIE. MR. BANFIELD, the General Secretary of the Union of Operative Bakers, Confectioners and Allied Workers, said there was a general demand for legislation prohibiting night work. Bakers looked old before their time, and the Chairman of the Richmond Tribunal had stated that no baker passed A1 had ever been before him. Witness urged that new bread was not so important as the health of the night worker, although new bread could be supplied under a system of day work. The only ground for night work was that it was in the interests of certain employers, but he said that 80 per cent. of the employers had enough ovens and plant to carry on a system of day work. He suggested the prohibition of night baking between the hours of 11 p.m. and 5 a.m., with legal provision for an extension of the prohibited hours at intervals. He added that 90 per cent. of the operative bakers would prefer day work. Continued night work was bad for the health of the baker. The returns showed that the rate of mortality from bronchitis among working bakers was abnormally high. This was due to the constant change from a heated atmosphere to a cooler one. The mortality from phthisis was slightly higher than the average, while the figures for suicide were considerably higher than the average Replying to the Chairman, MR. BANFIELD said that there need be no increase in the price of bread if night baking was prohibited, as any expense which might be occasioned to the employer could come out of the profits the employer now put into his pocket, instead of using it to extend his plant. His experience was that the bulk of the bread was not sold till late in the afternoon. Witness desired the abolition of the order prohibiting the sale of bread less than twelve hours old. He said that if the order was rigidly enforced it would itself solve the problem of night baking. He did not think, however, that there was sufficient justification for continuing the order, which, in his opinion, should be revoked and replaced by an enactment prohibiting night‐baking. The order, he said, was fairly extensively ignored, simply because, in his opinion, the local food committees refused to prosecute, or would not inspect. MR. CANNON, the owner of fifty bakers' shops in working districts of London, declared that the waste of bread resulting from the order prohibiting the sale of bread less than twelve hours old was enormous. The Food Controller in introducing the order, had introduced a new business—the stale bread industry, which consisted in the buying up of stale bread. He was not prepared to say what was done with it but it was not being used as bread. A strike of bakers would be futile as it would simply mean that housewives would bake their own bread, and after a little practice they would do it better than any baker.
