Abstract

Purpose

The purpose of this paper is to investigate dynamics of causal interactions and financial risk contagion among BRICS stock markets under rare events.

Design/methodology/approach

Two methods are adopted: The new causal inference technique, namely, the Liang causality analysis based on information flow theory and the dynamic causal index (DCI) are used to measure the financial risk contagion.

Findings

The causal relationships among the BRICS stock markets estimated by the Liang causality analysis are significantly stronger in the mid-periods of rare events than in the pre- and post-periods. Moreover, different rare events have heterogeneous effects on the causal relationships. Notably, under rare events, there is almost no significant Liang's causality between the Chinese and other four stock markets, except for a few moments, indicating that the former can provide a relatively safe haven within the BRICS. According to the DCIs, the causal linkages have significantly increased during rare events, implying that their connectivity becomes stronger under extreme conditions.

Practical implications

The obtained results not only provide important implications for investors to reasonably allocate regional financial assets, but also yield some suggestions for policymakers and financial regulators in effective supervision, especially in extreme environments.

Originality/value

This paper uses the Liang causality analysis to construct the causal networks among BRICS stock indices and characterize their causal linkages. Furthermore, the DCI derived from the causal networks is applied to measure the financial risk contagion of the BRICS countries under three rare events.

Abstract

Purpose

This paper empirically investigates the relationship between financial availability and crime by measuring it across five dimensions: banking, securities, insurance, private lending and digital inclusive finance.

Design/methodology/approach

The study utilizes 2011–2017 data from prefecture-level cities as a representative sample. Moreover, these findings remain robust after addressing endogeneity through the use of the historical distance between cities and the railroad network as an instrumental variable.

Findings

The findings demonstrate a significant negative relationship between financial accessibility and crime rates. Heterogeneity exists in the inhibitory effect of different types of financial accessibility on crime, with banking finance exhibiting a stronger inhibitory effect compared to private lending. Areas affected by natural disasters and infectious diseases exhibit a stronger inhibitory effect of financial accessibility on crime rates, particularly in areas with severe shocks of natural disasters and epidemics. This effect is attributed to the low financing threshold and easy access to private lending, which plays a more effective role than bank finance when people face extreme risks.

Practical implications

There should be stricter regulations imposed on private lending markets and the introduction of more rational legislation aimed at guiding a healthy development within these markets; such measures serve as effective and complementary means for individuals from all walks of life to access credit financing.

Social implications

The regulation of financial resources by the government should always prioritize ensuring the accessibility of financial policies to cater to the needs of the majority population.

Originality/value

This study is for the first time in an emerging economy context, the causal relationship between financial accessibility and crime. To provide a more comprehensive measure of financial accessibility in a region, this paper proposes a five-dimensional methodology.

Abstract

Purpose

This review aims to give a critical view of the wheel/rail high frequency vibration-induced vibration fatigue in railway bogie.

Design/methodology/approach

Vibration fatigue of railway bogie arising from the wheel/rail high frequency vibration has become the main concern of railway operators. Previous reviews usually focused on the formation mechanism of wheel/rail high frequency vibration. This paper thus gives a critical review of the vibration fatigue of railway bogie owing to the short-pitch irregularities-induced high frequency vibration, including a brief introduction of short-pitch irregularities, associated high frequency vibration in railway bogie, typical vibration fatigue failure cases of railway bogie and methodologies used for the assessment of vibration fatigue and research gaps.

Findings

The results showed that the resulting excitation frequencies of short-pitch irregularity vary substantially due to different track types and formation mechanisms. The axle box-mounted components are much more vulnerable to vibration fatigue compared with other components. The wheel polygonal wear and rail corrugation-induced high frequency vibration is the main driving force of fatigue failure, and the fatigue crack usually initiates from the defect of the weld seam. Vibration spectrum for attachments of railway bogie defined in the standard underestimates the vibration level arising from the short-pitch irregularities. The current investigations on vibration fatigue mainly focus on the methods to improve the accuracy of fatigue damage assessment, and a systematical design method for vibration fatigue remains a huge gap to improve the survival probability when the rail vehicle is subjected to vibration fatigue.

Originality/value

The research can facilitate the development of a new methodology to improve the fatigue life of railway vehicles when subjected to wheel/rail high frequency vibration.

Abstract

Currently, Mauritius is adopting landfilling as the main waste management method, which makes the waste sector the second biggest emitter of greenhouse gas (GHG) in the country. This presents a challenge for the island to attain its commitments to reduce its GHG emissions to 30% by 2030 to cater for SDG 13 (Climate Action). Moreover, issues like eyesores caused by littering and overflowing of bins and low recycling rates due to low levels of waste segregation are adding to the obstacles for Mauritius to attain other SDGs like SDG 11 (Make Cities & Human Settlements Inclusive, Safe, Resilient & Sustainable) and SDG 12 (Guarantee Sustainable Consumption & Production Patterns). Therefore, together with an optimisation of waste collection, transportation and sorting processes, it is important to establish a solid waste characterisation to determine more sustainable waste management options for Mauritius to divert waste from the landfill. However, traditional waste characterisation is time consuming and costly. Thus, this chapter consists of looking at the feasibility of adopting machine learning to forecast the solid waste characteristics and to improve the solid waste management processes as per the concept of smart waste management for the island of Mauritius in line with reducing the current challenges being faced to attain SDGs 11, 12 and 13.

Abstract

Purpose

For coastal bridges, the ability to recover traffic functions after the earthquake has crucial implications for post-disaster reconstruction, which makes resilience become a significant index to evaluate the seismic behavior. However, the deterioration of the material is particularly prominent in coastal bridge, which causes the degradation of the seismic behavior. As far, the research studies on resilience of coastal bridges considering multiple degradation factors and different disaster prevention capability are scarce. For further evaluating the seismic behavior of coastal bridge in the long-term context, the seismic resilience is conducted in this paper with considering multiple durability damage.

Design/methodology/approach

The fuzzy theory and time-varying fragility analysis are combined in this paper to obtain the life-cycle resilience of coastal bridges.

Findings

The results show that durability damage has a remarkable impact on the resilience. After 100 years of service, the seismic resilience of bridge with poor disaster-prevention capability has greatest reduction, about 18%. In addition, the improvement of the disaster prevention capability can stabilize the resilience of the bridge at a higher level.

Originality/value

In this paper, the time-varying fragility analysis of case bridge are evaluated with considering chloride ion erosion and concrete carbonization, firstly. Then, combining fuzzy theory and fragility analysis, the triangular fuzzy values of resilience parameters under different service period are obtained. Finally, the life-cycle resilience of bridge in different disaster prevention capability is analyzed.

Abstract

Purpose

Although mechanical behavior of rigid frame pier has been clearly recognized, their time-varying seismic performance are yet to be well characterized due to some offshore piers that are eroded by chloride ion and located in earthquake-prone area. In this study, the time-variant seismic fragility analysis was conducted to evaluate seismic performance of rigid frame pier under four damage states with considering the time-varying characteristics of the material.

Design/methodology/approach

This paper establishes the nonlinear finite element model for the investigated offshore reinforcement concrete (RC) pier with considering the time-varying durability damage of the materials and defines the damage state, damage position and damaged index of the offshore RC pier. It also analyzes the time-varying seismic fragility of the offshore RC pier by using the capacity demand ratio method in the whole life cycle.

Findings

The results show that chloride induced corrosion has a significant effect on the rigid frame pier and bending capacity of top section is less than that of bottom section. The rate of decline accelerates after the service life reaching 30 years under the coupling of the earthquake and the environmental erosion. In the early years of service, the seismic fragility of the structure changed slowly.

Originality/value

This paper analyzes the influencing factors of seismic performance of rigid structure pier, and analyzes the seismic capacity and seismic performance of rigid structure pier under different service periods.

Abstract

Purpose

The Grey System Theory (GST) is an emerging area of research within artificial intelligence. Since its founding in 1982, it has seen a lot of multidisciplinary applications. In just a short period, it has garnered some considerable strengths. Based on the 1987–2021 data collected from the Web of Science (WoS), the current study reports the advancement of the GST.

Design/methodology/approach

Research papers utilizing the GST in the fields of economics and education were retrieved from the Web of Science (WoS) platform using a set of predetermined keywords. In the final stage of the process, the papers that underwent analysis were manually chosen, with selection criteria based on the information presented in the titles and abstracts.

Findings

The study identifies prominent authors, institutions, publications and journals closely associated with the subject. In terms of authors, two major clusters are identified around Liu SF and Wang ZX, while the institution with the highest number of publications is Nanjing University of Aeronautics and Astronautics. Moreover, significant keywords, trends and research directions have been extracted and analyzed. Additionally, the study highlights the regions where the theory holds substantial influence.

Research limitations/implications

The study is subject to certain limitations stemming from factors such as the language employed in the chosen literature, the papers included within the Web of Science (WoS) database, the designation of works categorized as “articles” in the database, the specific selection of keywords and keyword combinations, and the meticulous manual process employed for paper selection. While the manual selection process itself is not inherently limiting, it demands a greater investment of time and meticulous attention, contributing to the overall limitations of the study.

Practical implications

The significance of the study extends not only to scholars and practitioners but also to readers who observe the development of emerging scientific disciplines.

Originality/value

The analysis of trends revealed a growing emphasis on the application of GST in diverse domains, including supply chain management, manufacturing and economic development. Notably, the emergence of COVID-19 as a new research focal point among GST scholars is evident. The heightened interest in COVID-19 can be attributed to its global impact across various academic disciplines. However, it is improbable that this interest will persist in the long term, as the pandemic is gradually brought under control.

Abstract

Purpose

With a focus on Hong Kong tourism policy, the purpose of this paper is to explain the Hong Kong government’s conundrum in addressing society’s concerns and controversies over the massive influx of mainland tourists in recent years.

Design/methodology/approach

This paper adopts the approach of historical institutionalism, in which the notion of structural-power takes centre stage. It outlines some notable trends in Hong Kong’s tourist arrivals and highlights some of the controversies that have arisen before delving into how existing institutional arrangements and key actors have shaped Hong Kong’s tourism policy amid the city’s shifting social, political and economic contexts.

Findings

The prevalence of business interests and the ideology of economism largely explain the Hong Kong government’s stasis in tackling the problems stemming from the large inflow of mainland visitors. Institutional arrangements in the post-handover period have further empowered the business class, giving it an edge over the unelected executive that lacks a popular mandate. Therefore, even if the central government has signaled its willingness to adjust the Individual Visit Scheme (IVS) policy, the Hong Kong government is unlikely to propose significant cuts to the inflow of IVS arrivals. Without further political reforms to boost the executive’s legitimacy and accountability to the Hong Kong people, it is doubtful that the government may emerge from its predicament in the near future.

Originality/value

Through the lens of tourism policy and planning pertaining to inbound mainland visitors, this paper aims to assess the current state of governance in Hong Kong. It not only offers a timely look into Hong Kong’s political system 17 years after handover but also explores the extent to which apparent dysfunctions in the city’s governance today are a consequence of institutional incongruities in its political system.

Abstract

Purpose

The purpose of this paper is to investigate how to improve the effectiveness of public participation in public infrastructure megaprojects (PIMs). Conflicts among stakeholders and uncertainty disrupt the success of PIMs when public participation is ineffective.

Design/methodology/approach

Secondhand data are collected to study the effectiveness of public participation in the Beijing–Shenyang High-Speed Rail (China) and the California High-Speed Rail (USA). The employed research method is an inductive case study.

Findings

Ineffective public participation can cause schedule and cost overruns and increase uncertainty in PIMs. The ambiguity of meaningful public participation, ineffective participatory approaches and overburden of public participation in environmental impact assessment are the causes of ineffective public participation in PIMs.

Research limitations/implications

Public participation has become an essential part in PIMs management. This study looks at the understanding of the relationship between public participation and the success of PIMs.

Practical implications

Legislative bodies should perfect the laws to guarantee meaningful public participation. Lead agencies should adopt additional effective participatory approaches to solicit public comments and identify critical voices. A dispute solution mechanism is necessary to solve public participation disputes in PIMs in practice.

Originality/value

Stakeholder and uncertainty management are important to the success of PIMs. This study reveals methods to improve the effectiveness of public participation to alleviate the conflicts among stakeholders and reduce uncertainty in PIMs.
