Abstract
Purpose
The purpose of this study is to offer a checklist that can be used for both creating and evaluating digital collections, which are also sometimes referred to as data sets as part of the collections as data movement, suitable for computational use.
Design/methodology/approach
The checklist was built by synthesising and analysing the results of relevant research literature, articles and studies and the issues and needs obtained in an observational study. The checklist was tested and applied both as a tool for assessing a selection of digital collections made available by galleries, libraries, archives and museums (GLAM) institutions as proof of concept and as a supporting tool for creating collections as data.
Findings
Over the past few years, there has been a growing interest in making available digital collections published by GLAM organisations for computational use. Based on previous work, the authors defined a methodology to build a checklist for the publication of Collections as data. The authors’ evaluation showed several examples of applications that can be useful to encourage other institutions to publish their digital collections for computational use.
Originality/value
While some work on making available digital collections suitable for computational use exists, giving particular attention to data quality, planning and experimentation, to the best of the authors’ knowledge, none of the work to date provides an easy-to-follow and robust checklist to publish collection data sets in GLAM institutions. This checklist intends to encourage small- and medium-sized institutions to adopt the collection as data principles in daily workflows following best practices and guidelines.

Abstract
Purpose
This paper focuses on image-to-text manuscript processing through Handwritten Text Recognition (HTR), a Machine Learning (ML) approach enabled by Artificial Intelligence (AI). With HTR now achieving high levels of accuracy, we consider its potential impact on our near-future information environment and knowledge of the past.
Design/methodology/approach
In undertaking a more constructivist analysis, we identified gaps in the current literature through a Grounded Theory Method (GTM). This guided an iterative process of concept mapping through writing sprints in workshop settings. We identified, explored and confirmed themes through group discussion and a further interrogation of relevant literature, until reaching saturation.
Findings
Catalogued as part of our GTM, 120 published texts underpin this paper. We found that HTR facilitates accurate transcription and dataset cleaning, while facilitating access to a variety of historical material. HTR contributes to a virtuous cycle of dataset production and can inform the development of online cataloguing. However, current limitations include dependency on digitisation pipelines, potential archival history omission and entrenchment of bias. We also cite near-future HTR considerations. These include encouraging open access, integrating advanced AI processes and metadata extraction; legal and moral issues surrounding copyright and data ethics; crediting individuals’ transcription contributions and HTR’s environmental costs.
Originality/value
Our research produces a set of best practice recommendations for researchers, data providers and memory institutions, surrounding HTR use. This forms an initial, though not comprehensive, blueprint for directing future HTR research. In pursuing this, the narrative that HTR’s speed and efficiency will simply transform scholarship in archives is deconstructed.

Abstract
Purpose
A review of the literature regarding the use of the Mental Capacity Act (MCA) of 2005 with young people with intellectual disability indicated an absence of publications on this topic, yet clinical practice suggests that services are grappling with complex issues in this area. This article aims to focus on the principles of the MCA and to explore its application to young people with intellectual disabilities.
Design/methodology/approach
The key principles of the MCA are reviewed and its application to young people with intellectual disability are explored through case studies.
Findings
The MCA is applicable to 16‐18 year olds with intellectual disability and services require training and support in its implementation. Issues of adaptation of communication to convey complex matters and appropriate preparation for assessment are especially pertinent.
Originality/value
The article explores the application and relevance of the MCA to young people with intellectual disability in clinical practice.

Purpose
The balanced scorecard is gaining momentum as an assessment framework for academic libraries in North America. The purpose of this paper is to examine locally designed assessments available on Association of Research Libraries (ARL) members’ web sites and maps the data to the standard ISO 11620 – Library Performance Indicators (PIs), which is a version of the balanced scorecard. The questions are: first, does data from ARL member web sites cluster round certain ISO 11620 PIs? Second, what implications does data clustering have on internal planning and cross-institutional collaborations? Third, will future standards such as ISO 16439 complement the framework and methods in ISO 11620?
Design/methodology/approach
Using the quantitative content inventory and qualitative content audit method, this research analyzes ARL members’ locally designed assessment data. The data grouped within a library category, such as collections, is mapped to PIs found in the ISO 11620.
Findings
The locally designed assessment data covers a variety of library processes and maps to many ISO 11620 PIs. From this research libraries can develop methods for tying assessment activities into a comprehensive framework like the balanced scorecard. Using ISO 11620 can advance assessment planning. Implementing this standard can lay the foundation for activities that might arise from standards under development such as ISO 16439 – Library Impact Standard.
Originality/value
This is the first research to gather, exam, and map ARL members’ assessment data to the framework of the ISO 11620 standard.

Abstract
While the Affordable Care Act (ACA) promised to reduce inequalities in insurance coverage between Latinos and non-Latinos by expanding coverage, it also excluded a large portion of noncitizen immigrants. Past research has demonstrated that among Latinos, further inequalities have developed between citizens and noncitizens after the ACA took effect, but it is unclear if this pattern is unique to Latinos or is evident among non-Latinos as well. I use data from the 2011 to 2016 waves of the National Health Interview Survey (NHIS) (n = 369,386) to test how the relationship between citizenship status (native citizen, naturalized citizen, or noncitizen) and insurance coverage changed after the ACA, adjusting for health, demographic, and socioeconomic factors. I disaggregate the analysis by ethnicity to test whether this change differs between Latinos and non-Latinos. The analysis finds that after the ACA, naturalized citizens across ethnic groups moved toward parity with native citizens in health insurance coverage while the benefits of the ACA for noncitizens were conditional on ethnicity. For non-Latinos, lacking citizenship became less disadvantageous for predicting insurance coverage while for Latinos, lacking citizenship became even more disadvantageous in predicting insurance coverage. This bifurcation among noncitizens by ethnicity implies that while the ACA has strengthened institutional boundaries between citizens and noncitizens, this distinction is primarily affecting Latinos. The conclusion offers considerations on how legal systems of stratification influence population health processes.

Purpose
Community outreach is generally stated to be a strategic combination of resources and talents that will exceed the capabilities of individuals working alone. Describes the Medical University of South Carolina's projects which target largely rural, minority populations.
Design/methodology/approach
Programs and partnerships include niche groups and state‐wide populations, with sponsors including government agencies, the Duke Endowment and local cities. Librarians are familiar with and are already successful at reaching out to the community of health professionals; however, reaching out to the lay community is more complex. Academics are used to being in charge and often have a narrow point‐of‐focus. Together with the community an attempt was made to identify difficulties and pitfalls, as well as outcomes that are important for the long term.
Findings
Although librarians are improving their ability to work in any capacity within community outreach projects, universities and libraries do not naturally support this work. However, for some librarians participation provides an exhilarating experience.
Originality/value
The paper indicates the value of having a librarian as part of the community outreach team. Librarians are often of great value to the team. Very often the work done by the librarian would not have been done at all.

Abstract
This research develops a set of specific modern slavery disclosure principles for organisations. It critically evaluates seven legislative Acts from five different countries and 16 guidelines and directives from international organisations. By undertaking an in-depth content analysis, the research derives an index comprising nine principles and 49 disclosure items to promote best-practice disclosure in tackling modern slavery. We promote nine active principles for organisations to implement and disclose: recognising modern slavery practices, identifying risks, publishing a modern slavery risk prevention policy, proactive in assessing and addressing risks, assessing efficacy of actions, garnering internal and external oversight, externally communicating modern slavery risk mitigation, implementing a suppliers' assessment and code of conduct to ensure transparency and specifying consequences for non-compliance. The research is motivated by the United Nations Sustainable Development Goal 8, which focusses on economic growth, full and productive employment and decent work. The research findings will assist practitioners seeking to discover and disclose evidence of modern slavery practices and their mitigation to minimise and encourage the elimination of this unethical and illegal practice in domestic and global supply chains and operations.

Abstract
Purpose
The purpose of this paper was to examine whether there is a relationship between goal attainment and overall training satisfaction among vocational education and training (VET) completers, and in turn whether this relationship varies across the different goals for undertaking training in a VET course.
Design/methodology/approach
A request was made to the National Centre for Vocational Education Research in Australia for access to the unit record data from the 2016 Student Outcomes Survey. Approval was obtained. The final sample comprised 149,632 students who completed a VET course in 2016, where 55 per cent of the sample were women and the average age was 36.55 years (SD=13.17).
Findings
Students who achieved or did not yet know whether they had achieved their training goal were more satisfied with their overall training compared with those who partly achieved their goal, who in turn were more satisfied than those who did not attain their goal across the various training goals. However, participants who were training for personal reasons or reasons other than for employment or pursuing further study, and either partly achieved, did not achieve or did not know yet whether they had achieved their training goal reported the lowest levels of training satisfaction, although these participants were still satisfied overall with their training.
Originality/value
These results highlight the importance of understanding the impact of goals on achievement-related activities and should be used to inform learning and teaching approaches as well as the provision of support services in the VET sector.
