Abstract

Purpose

Effective procurement of infrastructure is linked to the attainment of the sustainable development goals set by the United Nations. While the capacity of organisations is generally thought to be related to organisational performance, there is a lack of empirical insights concerning the contribution of procurement capacity of public organisations towards the attainment of procurement objectives in infrastructure procurement. Thus, it is unclear which aspects of the capacity of public procurement organisations contribute the most to the attainment of procurement objectives in the procurement of infrastructure. This research sought to address this gap.

Design/methodology/approach

The research used a survey of public procurement professionals which yielded 590 responses.

Findings

Exploratory factor analysis of 23 organisational capacity items revealed three components of organisational procurement capacity: “management of the procurement process”; “human and physical resources”; and “financial resources and management”. Multiple regression modelling of the relationship between the components and the attainment of 12 procurement objectives further reveals that there is a significant positive relationship between the three components and all the objectives. However, “management of the procurement process” emerged as the greatest contributor to the attainment of seven objectives, whereas “human and physical resources”, and “financial resources and management” were the greatest contributor to the attainment of one objective and four objectives, respectively.

Originality/value

The study provides strong empirical justification for investment in the development of procurement capacity of public agencies involved in procurement of infrastructure. Furthermore, procurement capacity development of specific capacity components can be prioritised based on the relative contribution of capacity components to the attainment of desired procurement objectives. This should be useful to government policymakers as well as multilateral organisations that fund infrastructure and procurement reforms in various countries.

Abstract

Purpose

Designers have a key role to play in the Prevention through Design (PtD) practices in construction projects. Nonetheless, previous studies indicated that the issue of competencies to perform and sustain such practices over time is of a significant concern. This study aims to explore the key attributes of designers' competencies for PtD practices in construction.

Design/methodology/approach

By using the Scopus database, a total of 86 papers related to PtD in construction published in peer-reviewed journals were reviewed and analysed using the well-established systematic literature review (SLR) methodology.

Findings

The review indicates that in order to be competent in PtD implementation, designers need to be equipped with tacit and explicit knowledge, technical and soft skills and experience related to PtD. Furthermore, the review identifies attributes of these competencies. Additionally, a framework that links key PtD elements/principles with the PtD competencies is presented.

Practical implications

The findings would enable contribution to the industry by providing the necessary references for design organisations to improve their designers' PtD competencies and hence, be able to meet their responsibility under relevant occupational safety and health (OSH) legislative framework.

Originality/value

This study extends the PtD literature in the construction context by providing deeper insights into the conceptualisation of relationship between competent designers and PtD elements. The novelty also lies in the consolidation of PtD competency attributes for designers in construction that could act as a reference for any future developments related to PtD competency assessment for designers.

Abstract

Purpose

The uptake of Design for Safety (DfS) practices in developing countries like Ghana has been limited. This study aims to provide an in-depth understanding of the barriers across regulatory, organizational, cultural and educational dimensions that restrict DfS assimilation in the Ghanaian construction sector. Identifying the key impediments can inform policy initiatives and industry efforts to facilitate safer construction.

Design/methodology/approach

A postpositive philosophy underpinned the quantitative research. Multi-stage research was used. A comprehensive questionnaire survey was designed and given to six industry experts to assess clarity, relevance and effectiveness after a thorough literature review. In all, 164 professionals were reached to take part in the study using purposive sampling and consequently snowballing. “Variables” were ranked using mean score ranking and normalization techniques; exploratory factor analysis was then used to group variables into clusters.

Findings

Emergent findings revealed four distinct clusters of challenges; Design Process and Communication Challenges; Regulatory and Expertise Limitations; Planning and Education Constraints; and Attitudinal and Perception Barriers. These findings help identify targeted solutions to overcome barriers including developing robust regulatory frameworks, promoting collaboration among stakeholders and cultivating a positive safety culture.

Originality/value

This study provides new insights into the integration of DfS in the context of the developing construction industry in Ghana. This study expands the knowledge base to drive further research in enhancing construction safety in developing countries. Practical recommendations for overcoming these challenges are proposed.

Abstract

Purpose

Given the complexities in improving safety in the construction industry globally, which is exacerbated by the complex safety environment in developing countries (DCs), prevention through design (PtD) has been established to improve occupational safety and health (OSH) where applied. However, it has received very little attention in DCs and the extant literature with limitations. Using Nigeria as a case study, the current study advances the understanding of PtD in DCs by investigating the critical barriers to PtD and other potential OSH responsibilities of designers in the construction industry.

Design/methodology/approach

Twenty-eight semi-structured interviews and e-interviews of architects, builders and civil engineers in Nigeria were analysed using the six-phase thematic analysis. To improve the trustworthiness of the research, triangulation, peer-debriefing, refining the interview protocol and thick detailed description were done.

Findings

The study's findings question the extant general knowledge and understanding of PtD among clients and designers and its technical aspect among designers where it is skewed to structural safety and omitted in universities' curricula. This explains the inconclusive findings of existing studies on why there is a high level of awareness of PtD but a low level of implementation. There is little client support for PtD, and designers have limited influence on clients in terms of it. The fear of liability from PtD is exacerbated by the limited legal system and lack of adequate legislation in the country. The demotivating attitudes of clients and contractors towards designers in terms of PtD are also reported, just as there are project delivery barriers such as traditional procurement not supporting PtD as design and build procurement does.

Social implications

For the sustainable growth in the practice of PtD, the increased and improved quality of education and awareness of PtD is needed but this must focus on instilling a robust understanding of it among designers based on the local context. This educational requirement can be supported by statute.

Originality/value

Through qualitative data, the findings explain and offer insight into the inconclusive findings in the extant studies on PtD in Nigeria. Also, it contributes to improving health and safety by advancing the understanding of the critical barriers to PtD and other potential OSH responsibilities of designers in D Nigeria's construction using qualitative data.

Abstract

Purpose

Design for safety (DfS), also known as prevention through design (PtD), is a concept that mitigates accidents and hazards through considerations during the design stage of building projects. The literature provides much information on this concept, but such information is only limited to a few developed countries such as the UK, the USA and Australia. There is limited insight into DfS implementation in the construction industry of several countries, including countries in the Gulf Cooperation Council (GCC) such as Kuwait. Therefore, this study investigates DfS implementation among design professionals in the Kuwait construction industry.

Design/methodology/approach

The study used a questionnaire survey to obtain data from design professionals. The data were analysed using descriptive and inferential statistics (i.e. analysis of variance and t-test).

Findings

The results revealed that DfS awareness among design professionals is very high; there is a very high willingness among design professionals to apply the concept, and design professionals generally view DfS implementation as important. Despite these, the frequency of implementation of DfS practices is generally moderate. In addition, the results revealed that though there is a high interest in DfS training among the design professionals, their actual engagement in training is low. The results also suggest some association between the frequency of engagement in the DfS practices and designers' DfS awareness, training and education. DfS related regulations, industry guidance, formal education and training are considered by design professionals to have the greatest influence on DfS implementation in Kuwait.

Originality/Value

These emerging findings both mirror and contradict aspects of the outcomes of previous DfS studies in other countries. Furthermore, the findings from this study provide insights into a less investigated area regarding work-related health and safety in the GCC region. It offers new and additional information and insights into the current state-of-the-art DfS implementation in the construction industry in Kuwait. In view of the findings, joined-up efforts by government, industry and academia are needed to enhance DfS implementation by design professionals in Kuwait.

Abstract

Purpose

In spite of emerging research on building information modelling (BIM) capability assessment, there is a general dearth of knowledge about the links between often pre-emptive capability measurement attributes and actual delivery success. More so, current studies have not considered success from the wider construction supply chain (CSC) perspective. So far, the perceived importance of capability metrics is not based on post-project evaluations of their contribution to BIM delivery success. This paper aims to identify relevant BIM capability attributes used for qualifying CSC organisations for projects and further aims to investigate their relative importance and influence on some key aspects of BIM delivery success.

Design/methodology/approach

Based on heretofore validated set of BIM capability attributes from semi-structured interviews and a Delphi study, a survey of CSC firms on BIM-enabled projects was used to model the influence of BIM capability attributes on BIM delivery success. Multiple regression modelling was performed to ascertain the nature of the relationship between BIM capability attributes and the key aspects of BIM delivery success as identified from the literature.

Findings

BIM staff experience and the suitability of proposed methodology prior to project commencement were identified as the most influential on BIM delivery quality, as well as delivery within schedule and on budget. Conversely, the administrative and strategic-level capacities were found as the most influential in leveraging collaboration, coordination or integration of the CSC on projects through BIM.

Originality/value

This study provides a step change in prioritising BIM capability criteria based on evidence of their contribution to delivery success in key performance areas, rather than their perceived importance as capability metrics as widely practised.

Abstract

Purpose

Although many health and safety (H&S) studies have widely examined safety risk perception in the construction industry, few studies have explored how this perception influences site workers' risk-taking behaviours during construction. This study aims to examine how construction site workers perceive and judge safety risks in risk-taking behaviours of site workers for intervention safety policy framework that may encourage safe work.

Design/methodology/approach

The study employed Pictorial-based Q-Methodology, which documented 63 picture scenarios of risk-taking behaviours from building sites and submitted them for validation from H&S inspectors. In total, 33 pictures emerged as having great potential to cause harm. After using these 33 pictures to elicit data from randomised site workers, the study used Frequency Tabulation, Relative Importance Index (RII) and Kruskal–Wallis Test to analyse the collected data. To fully explain the analysed data for deeper understanding, the study conducted Focus Group Discussions (FGDs) with these site workers to share the thoughts of site workers on these pictures.

Findings

Two distinctive pictures emerged from these analyses: one showing risk-taking behaviour likely to contract internal and skin disease and the other likely to fall from height. One of the implications is that construction site workers are unfamiliar with the dangerous contaminants in the materials the site workers use to work, which can potentially harm the site workers' skin and internal organs. Hence, site workers continue engaging in risk-taking behaviours. The other is that site workers are aware of and can mention catastrophic physical injuries attached to site workers' jobs. However, site workers continue engaging in risk-taking behaviours because of site workers' safety plights and rely on the favour and mercies of a supreme being as coping strategies to escape from these physical injuries.

Originality/value

This study is original in that the study uses picture scenarios of risk-taking behaviours to amass an empirical-based understanding of how site workers perceive and respond to H&S risks during construction. This piece of evidence is missing in the numerous research studies in this area. Again, the findings contribute to the state-of-the-art literature regarding risk-taking behaviours on construction sites.

Abstract

Purpose

Against the backdrop of the contribution of design to the occurrence of occupational injuries and illnesses in construction, design for occupational safety and health (DfOSH) is increasingly becoming prominent in the construction sector. To ensure that design interventions are safe for construction workers to build and maintain, design firms need to have the appropriate organisational capability in respect of DfOSH. However, empirical insight regarding the attributes that constitute DfOSH organisational capability is lacking. The purpose of this paper, which trailblases the subject of DfOSH organisational capability in construction, is to address two key questions: what organisational attributes determine DfOSH capability? What is the relative priority of the capability attributes?

Design/methodology/approach

The study employed three iterations of expert focus group discussion and a subsequent three-round Delphi technique accompanied by the application of voting analytic hierarchy process.

Findings

The study revealed 18 capability attributes nested within six categories, namely: competence (the competence of organisation’s design staff); strategy (the consideration of DfOSH in organisation’s vision as well as the top management commitment); corporate experience (organisation’s experience in implementing DfOSH on projects); systems (systems, processes and procedures required for implementing DfOSH); infrastructure (physical, and information and communication technology resources); and collaboration (inter- and intra-organisational collaboration to implement DfOSH on projects). Whilst these categories and their nested attributes carry varying weights of importance, collectively, the competence-related attributes are the most important, followed by strategy.

Originality/value

The findings should enable design firms and other key industry stakeholders (such as the clients who appoint them) to understand designers’ DfOSH capability better. Additionally, design firms should be able to prioritise efforts/investment to enhance their DfOSH capability.

Purpose

For construction organisations to be effective at implementing an integrated safety, health and environmental (SHE) management system, they require the right level of organisational capability. This capability includes the policies, systems and resources of the organisation. However, within the academic literature, it is unclear which organisational attributes of construction companies are important for implementing integrated SHE management. This study aims to explore the organisational attributes that determine integrated SHE management capability and their relative priorities.

Design/methodology/approach

The study used a literature review supported by expert verification and a subsequent three-round expert Delphi technique accompanied by applying the voting analytical hierarchy process.

Findings

The study identified 20 attributes grouped under five main thematic categories. These are strategy (the organisation’s vision and top management commitment); process (the organisation’s procedures and processes for SHE management); people (organisation’s human resources, their competence, roles, responsibilities and involvement in SHE management); resources (organisation’s physical and financial resources for SHE management) and information (SHE related documents, data, records and their communication across an organisation). While these thematic categories and the attributes within carry different weights of importance, the strategy-related attributes are the most important, followed by the people-related attributes.

Originality/value

The results of this study should enable construction companies and key industry stakeholders to understand construction companies’ capability to successfully implement an integrated SHE management system. Furthermore, construction companies should be able to prioritise efforts or investments to enhance their SHE management capability.

Abstract

Purpose

The achievement of sustainable development goals is linked to the procurement of public infrastructure in a manner that meets key procurement objectives, such as sustainability, value-for-money, transparency and accountability. At the heart of achieving these procurement objectives and others is the capacity of public procurement institutions. Whereas previous reports have hinted that there are deficiencies in procurement capacity in Nigeria, insights regarding critical aspects of organisational capacity deficiencies among different tiers of government agencies is limited. The purpose of this paper is to investigate the critical gaps in the procurement capacity of state and local government agencies involved in the procurement of public infrastructure in Nigeria.

Design/methodology/approach

The study employed a survey of public infrastructure procurement personnel which yielded 288 responses.

Findings

Among 23 operationalised items that are related to organisational procurement capacity, none is perceived to be adequate by the procurement personnel. Additionally, among 14 procurement objectives only 1 is perceived as being attained to at least a high extent.

Originality/value

The findings underscore the acuteness of organisational procurement capacity weaknesses among public procurement institutions within Nigeria’s governance structure. It is, thus, imperative for policy makers within state and local government to formulate, resource and implement procurement capacity building initiatives/programmes to address these deficiencies. Additionally, the organisational procurement capacity items operationalised in this study could serve as a useful blueprint for studying capacity deficiencies among public infrastructure procurement agencies in other developing countries, especially within sub-Saharan Africa where several countries have been implementing public procurement reforms.
