Abstract
Purpose
The development of circular construction supply chains (CCSCs) is impeded by various barriers, but the current literature overlooks the interrelationships among these barriers and the varying nature of associated countermeasures with the growth of circular economy (CE). This paper aims to develop new perspectives about the transition to CCSCs through the lens of supply-push (SP)/demand-pull (DP) strategies and related underpinning theories.
Design/methodology/approach
A systematic literature review including 136 journal articles was undertaken to identify barriers to CCSCs and associated countermeasures that are analysed for their relevance to SP/DP. The interplay between SP/DP approaches was discussed using the “technology acceptance” and “innovation chain” models.
Findings
(1) Thirty-five barriers were identified and organised into nine main barrier factors; (2) the predominant factors are knowledge and awareness, policy and regulations, technological capabilities, and incentives; (3) CCSCs transition is SP-configured primarily driven by actors above the project network; (4) “push” measures are devised to gradually create a “pull” environment and can be revoked when demand for circularity is created, suggesting a new “push-to-pull” perspective of CCSCs; and (5) a complex adaptative system is witnessed in relationships between barriers and countermeasures, and interactions among actors at all levels.
Practical implications
The findings offer practitioners countermeasures to barriers encountered in CE initiatives. It also informs policymakers of adjusting policies to accommodate the SP-DP movement in steering the circular transition.
Originality/value
This study uses theoretical models to interpret the dynamics in CCSCs transition and proposes a new definition of CCSCs highlighting their complex and dual transitional/transformational nature.

Purpose
Effective procurement of infrastructure is partly dependent on infrastructure procurement personnel having the skills that are important for the discharge of their role. Addressing the infrastructure deficits in developing countries, therefore, calls for an understanding of the skills that are important for the discharge of the roles of public personnel that are involved in infrastructure procurement. This study aims to investigate these skills from the perspective of public infrastructure procurement personnel in the sub-Saharan African region.
Design/methodology/approach
A questionnaire survey of procurement personnel yielded 590 useable responses, which were analysed using t-tests and exploratory factor analysis (EFA).
Findings
EFA established eight key components of important infrastructure procurement skills to include skills related to: project success factors; social and environmental sustainability; marketing and e-procurement; project phase management, the application of procurement laws and procedures; soft skills, ICT and communication; and data analysis and team building.
Originality/value
The findings are crucial in developing infrastructure procurement capacity building programmes that would be appropriate for infrastructure procurement personnel in developing country contexts. Infrastructure procurement personnel ought to engage more in capacity development training that is aligned to enhancing skills within the eight components.

The purpose of the paper is to showcase the significant achievements of Egypt's scientists in the 20th century across various fields of study such as medicine, physics, chemistry, biology, math, geology, astronomy and engineering. The paper highlights the struggles and successes of these scientists, as well as the cultural, social and political factors that influenced their lives and work. The aim is to inspire young people to pursue careers in science and make their own contributions to society by presenting these scientists as role models for hard work and dedication. Ultimately, the paper seeks to promote the importance of science and its impact on society.
Design/methodology/approach
The purpose of this review is to present the scientific biographies of Egypt's most distinguished scientists, primarily in the field of Natural Sciences, in a balanced and comprehensive manner. The work is objective, honest and abstract, avoiding any bias or exaggeration. The author provides a clear and concise methodology, including a brief introduction to the scientist and their field of study, an explanation of their major contributions, the impact of their work on society, any challenges or obstacles faced during their career and their lasting legacy. The aim is to showcase the important achievements of these scientists, their impact on their respective fields and to inspire future generations to pursue scientific careers.
Findings

Abstract
Purpose
The “United Nations' Sustainable Development Goal” 9 seeks to “… foster innovation” in all sectors of an economy. Thus, this conceptual piece addresses the indirect effect of innovative behaviour (INB) between total quality management (TQM) and innovation performance (INP). It further explores the context-contingent effect of four external factors [government regulation (GOV), market dynamism (MKD), competitive intensity (CMP) and technological turbulence (TUR)] on the TQM–INB linkage.
Design/methodology/approach
By incorporating both theoretical and empirical works in the fields of strategic management, innovation and business performance, this conceptual piece constructs a conceptual model, using a systematic literature review, alongside suppositions that can be tested in further studies.
Findings
This conceptual piece puts forward that TQM will be favourably connected to INP, and this favourable association will be mediated by INB. Moreover, GOV, MKD, CMP and TUR will have a favourable context-contingent effect on the favourable direct connection between TQM and INB.
Research limitations/implications
This conceptual piece affords suggestions for both practitioners and researchers alike in the areas of innovative and strategic decision-making in banking establishments for reinforcing INP by introducing TQM, INB, GOV, MKD, CMP and TUR as innovative-strategic tools. It also delivers suggestions for forthcoming academics to examine this conceptual piece, empirically, in diverse banking sites worldwide.
Practical implications
Practical lessons for managers, employees, customers and consultants within the banking sector for the superior advantage of all key stakeholders are deliberated.
Originality/value
This study provides a new model to demonstrate how TQM leads to INP by passing through INB of employees, and how TQM fosters INB under diverse degrees of GOV, MKD, CMP and TUR. It shows how internal factors (7 TQM dimensions) and external factors (GOV, MKD, CMP and TUR) interact to foster employee INB. It also underscores the theoretical authority of three theories utilised, both individually and in combination, by using them to explain new relationships.

Abstract
Purpose
Monobloc sleepers have several problems related to bending cracking, especially longitudinal cracking and cracking at rail seat under preload release. Therefore, the purpose of this study is to describe the behavior and cracking mode of prestressed concrete railroad sleepers under static loads using the positive test. Experimental tests followed by 3-D numerical models were performed of the same test.
Design/methodology/approach
Two steel supports were placed on the rail seat. During a progressive loading, the initiated cracks had approximately the same amplitude as those obtained from the numerical model. The type of cracking depends on the intensity of the applied static load and the loading rate. A validated three-dimensional digital model was established. The obtained results showed a perfect resemblance to the experimental tests. The final design was optimized and verified using a validated numerical simulation.
Findings
At low static loading levels, the first flexural shear cracks appeared at a vertical position located between the two steel supports. At higher static loading levels, bending shear cracks have occurred. The latter are inclined at the steel supports. It was proven that for higher loading levels, shear cracks were the primary mode of failure.
Research limitations/implications
Owing to the sensitivity of monobloc sleepers to technology production, the results are limited by the maximal loading and press used.
Practical implications
Numerical modeling greatly reduces uncertainties in laboratory testing and is an important tool for visualizing and quantifying rail seat cracks to understand behavior and predict collapse.
Social implications
Ensuring human life during rail operations is one of our the long-term priorities. This cannot be done unless the authors manage to master the manufacturing tool for sleepers while controlling the limitation of crack propagation.
Originality/value
The three-dimensional numerical established model has been checked and validated against the experimental results using the positive test to understand the behavior and the cracking mode of prestressed concrete railroad sleepers under static loads. The proposed numerical model has been more refined for a later more complex application by reducing the computation time.

Data protection requirements heavily increased due to the rising awareness of data security, legal requirements and technological developments. Today, NoSQL databases are increasingly used in security-critical domains. Current survey works on databases and data security only consider authorization and access control in a very general way and do not regard most of today’s sophisticated requirements. Accordingly, the purpose of this paper is to discuss authorization and access control for relational and NoSQL database models in detail with respect to requirements and current state of the art.
Design/methodology/approach
This paper follows a systematic literature review approach to study authorization and access control for different database models. Starting with a research on survey works on authorization and access control in databases, the study continues with the identification and definition of advanced authorization and access control requirements, which are generally applicable to any database model. This paper then discusses and compares current database models based on these requirements.
Findings
As no survey works consider requirements for authorization and access control in different database models so far, the authors define their requirements. Furthermore, the authors discuss the current state of the art for the relational, key-value, column-oriented, document-based and graph database models in comparison to the defined requirements.
Originality/value
This paper focuses on authorization and access control for various database models, not concrete products. This paper identifies today’s sophisticated – yet general – requirements from the literature and compares them with research results and access control features of current products for the relational and NoSQL database models.

Abstract
The model and existing practice of the construction supply chain (CSC) in the United Kingdom (UK) and Australia was presented in this chapter. The policies and reports that support the practice of the CSC were examined in both countries. It was discovered from the review of literature that the UK has a more detailed report targeted at improving the CSC than Australia. However, both countries have a common factor affecting their CSC which originates from fragmentation experienced within their supply chain. Construction stakeholders in the UK and Australia believe that collaboration and integration are vital components for improving performance. The majority of the contractors in both countries embrace collaborative working for the sole purpose of risk sharing, access to innovation and response to market efficiency. However, most of the models developed for managing the CSC in the UK are built around building information modelling (BIM). Also, the reviewed studies show that supply chain management practice will be effective following the following principle: shared objectives, trust, reduction in a blame culture, joint working, enhanced communication and information-sharing. Finally, the UK has a more established framework and more CSC models compared to Australia.

Abstract
Purpose
The purpose of this paper is to show that fractional reserve banking (FRB) has implications for the ownership structure of assets in the economy that violates the Islamic principles of ownership.
Design/methodology/approach
This is a theoretical paper that looks into the works of Islamic scholars on the issue of ownership that are based on Qur'an principles and the traditions of the Prophet, and evaluates the FRB from that perspective.
Findings
The conclusion of the paper is that money creation through FRB is creation of purchasing power out of nothing which brings about unjust ownership transfers of assets, from the economy to the bank effectively paid for by the whole economy through inflation. This transfer of ownership is not based on human effort by taking on legitimate risks and neither with the knowledge nor the consent of the initial owners. This violates the ownership principles in Islam and is tantamount to theft. It also has the elements of riba. Islamic governments should therefore not create fiat money since this is equivalent to taking assets of the people, rich and poor alike, forcefully without compensation.
Research limitations/implications
Empirical investigations into how bank loans along the years have changed the asset ownership structure in economies may shed further light.
Practical implications
It is, therefore, important that Shariah scholars render a fatwa on both the fiat money and the FRB system. Such a fatwa is urgent and pertinent before Islamic banking and finance, that operate under these systems, takes a course that may prove difficult to reverse later. The Islamic economics and finance cannot be founded upon a money system that is fundamentally equivalent to theft and riba.
Originality/value
The paper shows how the operations of Islamic banking and finance within the fiat money, FRB system are invalid from the Islamic perspective.

Purpose
Authorization and access control have been a topic of research for several decades. However, existing definitions are inconsistent and even contradicting each other. Furthermore, there are numerous access control models and even more have recently evolved to conform with the challenging requirements of resource protection. That makes it hard to classify the models and decide for an appropriate one satisfying security needs. Therefore, this study aims to guide through the plenty of access control models in the current state of the art besides this opaque accumulation of terms meaning and how they are related.
Design/methodology/approach
This study follows the systematic literature review approach to investigate current research regarding access control models and illustrate the findings of the conducted review. To provide a detailed understanding of the topic, this study identified the need for an additional study on the terms related to the domain of authorization and access control.
Findings
The authors’ research results in this paper are the distinction between authorization and access control with respect to definition, strategies, and models in addition to the classification schema. This study provides a comprehensive overview of existing models and an analysis according to the proposed five classes of access control models.
Originality/value
Based on the authors’ definitions of authorization and access control along with their related terms, i.e. authorization strategy, model and policy as well as access control model and mechanism, this study gives an overview of authorization strategies and propose a classification of access control models providing examples for each category. In contrast to other comparative studies, this study discusses more access control models, including the conventional state-of-the-art models and novel ones. This study also summarizes each of the literature works after selecting the relevant ones focusing on the database system domain or providing a survey, a classification or evaluation criteria of access control models. Additionally, the introduced categories of models are analyzed with respect to various criteria that are partly selected from the standard access control system evaluation metrics by the National Institute of Standards and Technology.
