Abstract
Purpose
This paper is motivated by the need to assess the risk profiles associated with the substantial number of items within military supply chains. The scale of supply chain management processes creates difficulties in both the complexity of the analysis and in performing risk assessments that are based on the manual (human analyst) assessment methods. Thus, analysts require methods that can be automated and that can incorporate on-going operational data on a regular basis.
Design/methodology/approach
The approach taken to address the identification of supply chain risk within an operational setting is based on aspects of multiobjective decision analysis (MODA). The approach constructs a risk and importance index for supply chain elements based on operational data. These indices are commensurate in value, leading to interpretable measures for decision-making.
Findings
Risk and importance indices were developed for the analysis of items within an example supply chain. Using the data on items, individual MODA models were formed and demonstrated using a prototype tool.
Originality/value
To better prepare risk mitigation strategies, analysts require the ability to identify potential sources of risk, especially in times of disruption such as natural disasters.

Abstract
Purpose
The purpose of this paper is to address the inefficiency in resource allocation for disaster relief procurement operations. It presents a holistic and reconfigurable procurement auctions‐based framework which includes the announcement construction, bid construction and bid evaluation phases.
Design/methodology/approach
The holistic framework is developed in a way that auctioneers and bidders compete amongst each other in multiple rounds of the procurement auction. Humanitarian organization in disaster locations are considered as auctioneers (buyers) and suppliers are considered as bidders.
Findings
Unique system parameters (e.g. announcement options, priority of items, bidder strategies, etc.) are introduced to represent the disaster relief environment in a practical way. The framework is verified by simulation and optimization techniques using the system characteristics of the disaster relief environment as an input. Based on the parameters and their values, behavioural changes of auctioneers and suppliers are observed.
Originality/value
Combining the three phases of procurement auctions is unique both in the auction literature and in the disaster relief research, and it helps the humanitarian organizations supply the immediate and long‐term requirements in the disaster location more efficiently.

Abstract
The weapon system of The Navy is the small quantity producing system on multiple kinds. It is consisted of various equipment and the subordinate parts of those which can repair the damaged part. The operating procedure concerning warship's repair parts managed under these systems is as follows. Firstly, if demand of repair parts occurs from warship which is the operating unit of weapon, then the Fleet(the repair & supply support battalion) is in charge of dealing with these requests. If certain request from warship is beyond the battalion's capability, it is delivered directly to the Logistic Command. In short, the repair and supply support system of repair parts can be described as the multi-level support system. The various theoretical researches on inventory management of Navy's repair parts and simulation study that reflects reality in detail have been carried out simultaneously. However, the majority of existing research has been conducted on aircraft and tank's repairable items, in that, the studies is woefully deficient in the area concerning Navy's inventory management. For that reason, this paper firstly constructs the model of consumable items that is frequently damaged reflecting characteristics of navy's repair parts inventory management using ARENA simulation. After that, this paper is trying to propose methodology to analyze optimal inventory level of each supply unit through OptQuest, the optimization program of ARENA simulation.

Abstract
Purpose
To investigate the application of multi‐attribute utility theory (MAUT) to aid in the decision‐making process when performing benchmarking gap analysis.
Design/methodology/approach
MAUT is selected to identify the overall best‐in‐class (BIC) performer for performance metrics involving inventory record accuracy within a public sector warehouse. A traditional benchmarking analysis is conducted on 14 industry warehouse participants to determine industry best practices for the four critical warehouse metrics of picking and inventory accuracy, storage speed, and order cycle time. Inventory and picking tolerances are also investigated in the study. A gap analysis is performed on the critical metrics and the absolute BIC is used to measure performance gaps for each metric. The gap analysis results are then compared to the MAUT utility values, and a sensitivity analysis is performed to compare the two methods.
Findings
The results indicate that an approach based on MAUT is advantageous in its ability to consider all critical metrics in a benchmarking study. The MAUT approach allows the assignment of priorities and analyzes the subjectivity for these decisions, and provides a framework to identify one performer as best across all critical metrics.
Research limitations/implications
This research study uses the additive utility theory (AUT) which is only one of multiple decision theory techniques.
Practical implications
A new approach to determine the best performer in a benchmarking study.
Originality/value
Traditional benchmarking studies use gap analysis to identify a BIC performer over a single critical metric. This research integrates a mathematically driven decision analysis technique to determine the overall best performer over multiple critical metrics.

Abstract
This text is the result of an extensive bibliographical research on the development of Childhood Studies in various regions of Brazil based on the understanding that childhood is a social discursive construction, as well as human rights, and both concepts are interlinked when the subject in focus is the children’s rights. According to research data while advances in the concept of childhood have supported specific child protection policies, the issue of marginalization and inequalities affecting children is some of the central matters developed within childhood studies in Brazil. In this article, we map the advances of childhood studies in Brazil and its relation to children’s rights. However, we may state that neither childhood nor children’s rights are still a reality for all Brazilian children, especially when considering other markers that have challenged the rights of our children, such as race, ethnicity, social class, and gender.

Abstract
Purpose
This study aims to provide a measurement model, and the underlying constructs and items, for Logistics 4.0 in manufacturing companies. Industry 4.0 technology for logistics processes has been termed Logistics 4.0. Logistics 4.0 and its elements have seen varied conceptualizations in the literature. The literature has mainly focused on conceptual and theoretical studies, which supports the notion that Logistics 4.0 is a relatively young area of research. Refinement of constructs and building consensus perspectives and definitions is necessary for practical and theoretical advances in this area.
Design/methodology/approach
Based on a detailed literature review and practitioner focus group interviews, items of Logistics 4.0 for manufacturing enterprises were further validated by using a large-scale survey with practicing experts from organizations located in Central Europe, the Northeastern United States of America and Northern Thailand. Exploratory and confirmatory factor analyses were used to define a measurement model for Logistics 4.0.
Findings
Based on 239 responses the exploratory and confirmatory factor analyses resulted in nine items and three factors for the final Logistics 4.0 measurement model. It combines “the leveraging of increased organizational capabilities” (factor 1) with “the rise of interconnection and material flow transparency” (factor 2) and “the setting up of autonomization in logistics processes” (factor 3).
Practical implications
Practitioners can use the proposed measurement model to assess their current level of maturity regarding the implementation of Logistics 4.0 practices. They can map the current state and derive appropriate implementation plans as well as benchmark against best practices across or between industries based on these metrics.
Originality/value
Logistics 4.0 is a relatively young research area, which necessitates greater development through empirical validation. To the best of the authors knowledge, an empirically validated multidimensional construct to measure Logistics 4.0 in manufacturing companies does not exist.
