Abstract

Purpose

In recent times, there has been a lot of research focused on performance measurement (PM) in project-based sectors. However, there are very few studies that were reported on the significance of PM in the construction sector. Keeping track of an organization in achieving organizations goals and objectives seems an important way. One of the major challenges faced by the industry is unavailable of an appropriate PM system for assessing organizational performance. Most of the PM approaches consider the traditional project triangle assessment of project success. Based on the limitations identified in existing PM models, the purpose of this paper is to develop a comprehensive PM model, i.e. Modified Project Quarter Back Rating (MPQR) applicable for construction projects.

Design/methodology/approach

A detailed list of performance areas as a method for PM is analyzed in the construction industry context. Also, industry-specific professionals conducted semi-structured interviews to assess whether these performance areas are sufficient to measure and understand the PM systems.

Findings

The research finding focuses on developing the MPQR model that considers both financial and non-financial areas for performance assessment to provide a holistic assessment of project performance.

Practical implications

MPQR model provides an opportunity to set the benchmark for overall performance for construction organizations.

Originality/value

The findings of the study are expected to provide guidelines to construction professionals for implementing the performance model that will improve performance in the construction industry.

Abstract

Purpose

The success of construction projects can be indicated by measuring their performance. For effective project performance (PP), the successful execution of a construction projects is very important. A systematic review of the literature on performance areas and performance assessment models was undertaken. The purpose of this paper is to develop a mathematical formulation for construction PP areas to suit the Indian context by modifying the current project quarterback rating (PQR) model.

Design/methodology/approach

Based on the literature, the PQR model has not been validated for suitability in the Indian context. To validate the PQR model and modify the same for the Indian context, a survey instrument was used to collect data on performance areas and a multivariate data analysis technique was carried out to develop a modified model. Delphi technique was used to assign the weights for each performance metric in performance areas.

Findings

This study concluded the importance of three additional performance areas, namely, productivity, stakeholder satisfaction and environment for assessing PP for Indian construction projects. It also identified the interrelationship between the performance areas and the PP.

Practical implications

The developed modified PQR model (MPQR) will guide the concerned stakeholders to take corrective actions for improving the performance of construction projects.

Originality/value

The MPQR proposed in this paper covers ten areas and is a comprehensive single score that can be used to benchmark and compare performance over different projects to achieve continuous improvement.

Abstract

Purpose

Small and medium contractors (SMCs) play a significant role in socioeconomic development. Their strong links with other sectors of the economy have a multiplier effect on any country’s growth. However, the construction business, especially for SMCs, is not an easy business as several roadblocks affect their sustenance. This study aims to examine the factors affecting the sustainable competency of SMCs emerging from the business environment in which the Ethiopian construction industry (CI) operates.

Design/methodology/approach

A literature review was conducted to identify 39 factors arising from five core sources (i.e. government policies, regulatory frameworks, industry networks, competitive bidding culture and construction technology and innovation). A questionnaire survey was conducted to gather industry stakeholders’ perceptions of the identified factors, and the results were analyzed using descriptive statistics.

Findings

Findings indicate 37 significant factors affecting sustainable competency arising from five sources, and the top factors from their respective sources were unfavorable financial policy; unfavorable economic regulatory framework; lack of trust between parties in the industry; inability of SMCs to compete with bigger construction companies; and poor linkages between CI and research and development institutions. Furthermore, factor analysis identified 12 components, and the top ones were competition and uncertainties in the supply chain; unsuitable bidding environment; and ineffective industry networks.

Originality/value

The findings will contribute to the body of knowledge on the factors affecting the sustainable competency of SMCs in the Ethiopian CI. They also indicate priority areas of competitiveness improvement and have implications for decision-makers.

Abstract

Purpose

The state of the different practices in construction industry determines its performance level. Hence, improving performance of construction industry needs assessing state of the practices in the industry and devising improvement intervention. The purpose of this paper is to measure improvement requirement level of different construction management practice areas and to identify the underlying improvement dimensions in Ethiopian construction industry.

Design/methodology/approach

Questionnaire survey was developed for data collection based on a thorough literature review which yielded 28 construction management practice areas. Purposive sampling method was used to select respondents for the survey. Mean score was used to identify the required improvement level, and one sample T-test was carried out to identify significance of improvement requirement. Factor analysis was conducted to identify the underlying dimensions of the construction management practice areas.

Findings

Findings indicate 27 areas need significant improvement. This shows the low level of adoption of good construction management practices in Ethiopian construction industry. Factor analysis resulted in the areas being grouped to four broad improvement dimensions, namely, project management, organization management, knowledge and risk management and project development and contract management.

Originality/value

The findings provide information for appropriate action by the stakeholders to raise standards of adopted construction management practices. It also show areas of construction management which require more focused research in the context of Ethiopian construction industry. Considering the similarity of nature of construction industry problems in developing countries, the findings can be extended to similar countries.

Abstract

Purpose

Safety in construction projects is essential and requires more attention towards minimizing the accident rate. Problems concerning awareness of safety risks, procedures and practices still exist in the industry, which indicate a shortfall in diffusion of safety-related knowledge in construction industry. Also, there is dearth of studies on knowledge management strategies to prevent reoccurrence of accidents and thereby improve safety culture in construction industry. This study attempts to unveil aspects of knowledge management that are ignored in considering safety culture and discern the differences in the perception of key stakeholders of construction industry. Therefore, the objective of this study is to identify and measure knowledge-based safety culture elements.

Design/methodology/approach

In this paper, the focus is on the application of a reliable, valid and sensitive knowledge-based safety culture assessment tool on key stakeholders operational in construction industry. Research method adopted is a questionnaire-based survey to seek responses from industry professionals. A total of 199 responses were obtained from 106 different companies operational in Indian construction industry. Statistical analyses including ranking analysis, t-test, correlation analysis, and ANOVA test are utilized for comparing and identifying the differences in view of stakeholder's perceptions concerning workplace safety.

Findings

This study helps to identify and rank critical knowledge-based safety culture elements from the perspective of key stakeholders of construction industry. This contributes in identifying the most critical and neglected variables among the key stakeholders regarding aspects of safety culture. Also, the study shows the importance of knowledge dimension in developing overall safety culture in construction industry.

Originality/value

Results of this study offer valuable insight in enabling key stakeholders of construction industry to examine and enhance their safety performance. The implications of this study contribute new knowledge in assessing conditions that will improve worker safety in the construction industry. The paper should be of interest to researchers and practitioners in the area of occupational health and safety management.

Abstract

Purpose

The purpose of this paper is to present a case, with live examples from a construction industry development initiative in India, for developing a proactive construction clients charter; and a core set of key performance indicators (KPIs), as basic tools for facilitating the expectations of this special issue in “securing clients’ organisational objectives and project aspirations throughout construction project lifecycles” apart from empowering construction industry improvements in general.

Design/methodology/approach

Having identified 19 critical issues in the Indian construction industry at two construction clients-academia roundtables, two of the “action teams” formed to address specific issue sets, separately developed a relevant construction clients charter and useful KPIs, respectively, through a combination of literature reviews and brainstorming conference calls, along with iterative drafts of, and feedback on interim outputs. Validation of “working papers” presented at a “Consolidation Roundtable” of construction clients and their consultants, elicited further suggestions for fine tuning of final outputs.

Findings

The charter was formulated in structured steps, including identifying “priorities” under four categories: overall, expectations from supply chains, by supply chains and by end users. The six sub-heads of the charter are on procurement, design, innovation and technology, project execution, human resource development and worker welfare, and quality, safety and sustainability. The “suggested KPIs” for building clients in India enable organisations to choose: from three different groups (i.e. design phase, construction phase, or business outcomes), and at three different levels (i.e. project/organisation level, benchmarking club level, or industry level).

Originality/value

There is no known overarching Construction Clients’ Charter at present. Some project KPI sets are available elsewhere. However, those developed in India, while focusing on project performance, also connect to organisational performance and business outcomes. Furthermore, KPIs are provided to separately probe client, consultant and contractor performance. Significantly, the charter and KPIs are outcomes from an industry-led self-improvement initiative launched with building construction clients at the forefront, rather than a top-down imposition from government. Furthermore, while prioritising client aspirations, they also address common supply chain and end-user concerns, which may also be interpreted as a longer-term win-win-win client’s aspiration.

Abstract

Purpose

Harnessing the power of knowledge management is important for minimizing accidents occurring at construction projects. Yet, knowledge management is a neglected dimension when developing safety culture in the construction industry. Therefore, the purpose of this paper is to develop a knowledge-based safety culture questionnaire and examine its validity and reliability in the Indian context.

Design/methodology/approach

A questionnaire survey was formulated after identifying 69 influencing factors from a thorough literature review. In total, 210 valid responses were obtained from key stakeholders operating in Indian construction industry. Reliability and validity of the measurement scale were examined by factor analysis and inter-item correlation test. Comparison of knowledge-based safety culture scores across several demographic profiles of the respondents was utilized for testing discriminant validity.

Findings

Results suggest that the new instrument appears to be a reliable, valid and sensitive instrument that will contribute in examining the effect of key factors that influence the importance of the knowledge dimension toward developing safety culture in the construction industry.

Originality/value

The measurement tool developed in this study focuses on considering the importance of knowledge management in enhancing safety culture of the construction industry. This instrument can be utilized to compare the level of safety culture among key stakeholders of construction projects. This paper can contribute to the promotion of safety theory in Indian construction industry and provide practical implications for construction enterprises when they engage in improving safety conditions in their organizations.

Purpose

The construction industry is facing challenges because of performance shortfalls. Construction projects are highly complex, distinctive, fragmented and do not have well-established performance assessment models to evaluate their project success. The purpose of this paper is to assess the direction through determination of performance areas that would affect project performance in Indian construction projects.

Design/methodology/approach

A survey instrument was developed to gather data on the perception of industry professionals on these identified areas. Purposive sampling method was used to select respondents for the survey. These performance areas are ranked using relative importance index to ascertain a level of importance among the group. Factor analysis (FA) was conducted to identify the significant performance areas project performance. Further to identify the most influence performance areas on Indian construction projects, multiple regression analysis was carried out.

Findings

Findings indicated 28 significant performance areas. This shows the low level of adoption of good construction management practices in Indian construction projects. FA resulted in the areas being grouped to nine broad significant performance areas with 59.49% of the total variance, namely, quality, schedule, environment and stakeholder satisfactions, cost, productivity, safety, communication management, customer relations and finance. Multiple regression analysis revealed two pivotal factors “customer relations” and “schedule” that significantly influence project performance in Indian construction industry.

Originality/value

The outcome of the study will guide project stakeholders, who desire to improve project performance on construction projects, to prioritize their efforts. It also highlights performance areas of project management which required more focussed research in the context of Indian construction projects. The findings can be extended to the developing countries.

Abstract

Purpose

The purpose of this paper is to evaluate knowledge and skills level of final-year students of undergraduate construction programs in Ethiopia and assess the effectiveness of internship and its coordination under these programs.

Design/methodology/approach

A mixed-methods approach is used in this study. Data were collected through two separate questionnaires, completed by students and company supervisors (professionals having experience in supervising internship students). Interviews were held with university instructors to supplement findings of the questionnaire.

Findings

The findings show the students have performance shortfalls in most of the required knowledge areas. A significant correlation was found between students’ self-evaluation and supervisors’ evaluation rankings. It was also found that both students and industry perceive the internship to have benefited them. However, the coordination of internship program was found unsatisfactory. These findings indicate there is a room for improvement in the curricula and coordination of internship program.

Originality/value

As performance of the construction industry (CI) is associated with the competence of professionals, it is important to assess the knowledge and skills level of students, and internship coordination for the effective development of CI. Hence, the findings of this paper will help academic institutes to review their curricula and improve their internship coordination mechanism. It has implication for industry organizations in indicating knowledge and skills gap of entry-level professionals which could be filled through training. It may also invite other researchers in the country to focus on construction education for betterment of the CI.

Abstract

Purpose

In the context of an absence of studies examining the interrelationship between Indian construction industry and residential real estate sector, the study aims to develop and test a conceptual framework to stimulate construction industry through optimisation of housing market in India. The developed conceptual framework lays down a blueprint to assess the interaction between construction industry and housing market in other countries.

Design/methodology/approach

Means of stimulation of construction industry by residential real estate sector were identified. Housing market was examined to identify factors constituting consumer-centric delivery and consumer-empowered demand. Supply side of housing market was probed to identify underlying factors stifling housing delivery. The identified factors were put together to form the conceptual framework. A questionnaire was developed and administered to the delivery-side stakeholders of housing market.

Findings

The study demonstrates significant correlations between real estate investment-led construction industry output stimulation and consumer-centric residential real estate delivery. The deterrents to consumer-centric housing delivery have been ascertained to be having an impact on time, cost and scope of housing projects. Significant correlations have been ascertained between the deterrents. On the demand-side, skills, awareness and engagement of consumers are strongly correlated with each other. Affordability of housing is rightfully correlated with all the three means of stimulation of construction industry output.

Originality/value

Specific to the Indian context, the study presents and validates a novel conceptual framework aimed at stimulation of construction industry output through interventions in housing market.
