Abstract

Purpose

Aboriginal and Torres Strait Islander (Aboriginal) people are overrepresented in Australian prisons, where they experience complex health needs. A model of care was designed to respond to the broad needs of the Aboriginal prisoner population within the nine adult prisons across South Australia. The purpose of this paper is to describe the methods and findings of the Model of Care for Aboriginal and Torres Strait Islander Prisoner Health and Wellbeing for South Australia.

Design/methodology/approach

The project used a qualitative mixed-method approach, including a rapid review of relevant literature, stakeholder consultations and key stakeholder workshop. The project was overseen by a Stakeholder Reference Group, which met monthly to ensure that the specific needs of project partners, stakeholders and Aboriginal communities were appropriately incorporated into the planning and management of the project and to facilitate access to relevant information and key informants.

Findings

The model of care for Aboriginal prisoner health and wellbeing is designed to be holistic, person-centred and underpinned by the provision of culturally appropriate care. It recognises that Aboriginal prisoners are members of communities both inside and outside of prison. It notes the unique needs of remanded and sentenced prisoners and differing needs by gender.

Social implications

Supporting the health and wellbeing of Indigenous prison populations can improve health outcomes, community health and reduce recidivism.

Originality/value

Only one other model of care for Aboriginal prisoner health exists in Australia, an Aboriginal Community Controlled Health Organisation-initiated in-reach model of care in one prison in one jurisdiction. The South Australian model of care presents principles that are applicable across all jurisdictions and provides a framework that could be adapted to support Indigenous peoples in diverse prison settings.

Abstract

Purpose

The purpose of this paper is to describe how, from 2004‐2006, a New Zealand research team experimented with the “change laboratory” learning process to create a new method of government policy development and implementation, referred to as “practice‐making”. The apple industry in Hawke's Bay was chosen because of the level of tension among government agencies and small/medium‐sized firms in the industry, particularly around the scarcity of seasonal labour, amid growing concerns about the possible collapse of the industry.

Design/methodology/approach

The team stimulated a cycle of expansive learning among the network of activity systems in the industry. Laboratory participants were growers, labour contractors, pack house operators, quality controllers, horticultural consultants and government officials. The expansive learning cycle is a core concept in developmental work research (DWR) and cultural‐historical activity theory (CHAT).

Findings

Participants created a shared “object” for apple production and its government policy and regulation built around quality, making a substantive shift from adaptive learning to transformational learning, and creating a major redesign of the industry. Many of the new practices are now being implemented in the industry and government.

Practical implications

The CHAT/DWR approach seems particularly well suited for complex problem solving in any network where there are intractable systems contradictions and a strong desire among participants to make real change.

Originality/value

It is understood that this is the first time a change laboratory process has been used for government “practice‐making” with industry, in contrast with traditional policy development and implementation that frequently does not address systemic problems.

Abstract

Medical uncertainty is recognized as a critical issue in the sociology of diagnosis and medical sociology more generally, but a neglected focus of this concern is the question of patient decision making. Using a mixed methods approach that draws upon autoethnographic accounts and third-party interviews, we aim to illuminate the dilemmas of patient decision making in the face of uncertainty. How do patients and supportive caregivers go about navigating this state of affairs? What types of patient–doctor/healthcare professional relationships hinder or enhance effective patient decision making? These are the themes we explore in this study by following patients through the sequence of experiencing symptoms, seeking a diagnosis, evaluating treatment protocols, and receiving treatments. In general, three genres of culturally available narratives are revealed in the data: strategic, technoluxe, and unbearable health narratives.

Altruism has long been a fundamental question motivating evolutionary approaches to behavior. Altruistic behavior is ultimately costly to the actor yet beneficial to the recipient and as such is not expected to be favored by natural selection. Its apparent commonness has led evolutionary thinkers into a wide variety of interesting areas of research, many of which are represented in this volume. Resource sharing ranks among the most basic of potentially altruistic acts. Notably absent among most other primates, humans have honed sharing to a fine art in behaviors as apparently simple as meat distributions from prey carcasses to elaborate feast making and gift giving (Mauss, 1924). Issues related to food sharing are at the center of much of the current research being done in HBE. In this volume, Frank Marlowe, Michael Gurven et al., and Bram Tucker each examine aspects of this problem.

Abstract

Purpose

The purpose of this paper is to outline the current state of political and administrative ethnography in political science and public administration before suggesting that focus groups are a useful tool in the study of governing elites. They provide an alternative way of “being there” when the rules about secrecy and access prevent participant observation. Briefly, it describes the job of Prime Ministers’ Chiefs of Staff before explaining the research design, the preparations for the focus group sessions, and the strategies used to manage the dynamics of a diverse group that included former political enemies and factional rivals.

Design/methodology/approach

It outlines the approach to analysis and interpretation before reviewing the strengths and weaknesses of focus groups for research into political and administrative elites.

Findings

It concludes that focus groups are a valuable tool for making tacit knowledge explicit, especially when all participants work in a shared governmental tradition.

Originality/value

It is the first project to use focus groups to study the political elites of Westminster systems, let alone Australian government.

Abstract

This paper extends the behavioral ecology framework to predict how individuals perceive and evaluate risks. The perceptions of health and safety hazards for females, and how those perceptions relate to resource security and resource acquisition are examined. Poverty and inequality affect the constraints and opportunities available for Hispanic women working in apple packing warehouses in Eastern Washington. Warehouse workers see the health and safety risks inherent in their work and view the hazards from their positions of relative vulnerability with respect to resources. They are active agents who evaluate their situations and work to provide secure resources for themselves and their offspring within the local political and socioeconomic context.

Abstract

Purpose

Purveyors of fake news perpetuate information that can harm society, including businesses. Social media's reach quickly amplifies distortions of fake news. Research has not yet fully explored the mechanisms of such adversarial behavior or the adversarial techniques of machine learning that might be deployed to detect fake news. Debiasing techniques are also explored to combat against the generation of fake news using adversarial data. The purpose of this paper is to present the challenges and opportunities in fake news detection.

Design/methodology/approach

First, this paper provides an overview of adversarial behaviors and current machine learning techniques. Next, it describes the use of long short-term memory (LSTM) to identify fake news in a corpus of articles. Finally, it presents the novel adversarial behavior approach to protect targeted business datasets from attacks.

Findings

This research highlights the need for a corpus of fake news that can be used to evaluate classification methods. Adversarial debiasing using IBM's Artificial Intelligence Fairness 360 (AIF360) toolkit can improve the disparate impact of unfavorable characteristics of a dataset. Debiasing also demonstrates significant potential to reduce fake news generation based on the inherent bias in the data. These findings provide avenues for further research on adversarial collaboration and robust information systems.

Originality/value

Adversarial debiasing of datasets demonstrates that by reducing bias related to protected attributes, such as sex, race and age, businesses can reduce the potential of exploitation to generate fake news through adversarial data.

This chapter examines the seeming paradox that although children may be a net cost to parents, they may nonetheless play a key role in underwriting the cost of large families. Maya time allocation and reproductive history data are used to approach children’s economic value from two methodological perspectives: wealth flows and the timing of children’s economic contributions. While Maya children are expensive to raise, when viewed in light of the timing of their labor supply across the demographic life cycle of the family, children’s economic contributions enable Maya parents to continue childbearing and raise more children than they might otherwise be able.

Abstract

Purpose

This empirical research, adopting an international retailing perspective, aims to examine the parenting advantages offered by emerging market multinationals (EMNCs) in luxury fashion retail sector.

Design/methodology/approach

The researchers adopted a qualitative case study, and the qualitative data were collected through ten semi-structured interviews with senior managers.

Findings

It is a win–win situation for the EMNCs as parent groups of Western luxury fashion brands, as the EMNCs can access critical assets including advanced brand management expertise, retailing know-how, and the services skills needed for higher income consumers. Meanwhile, the subsidiary brands benefit from a high degree of autonomy, intra-group resource utilisation, a competitive brand portfolio and most importantly economies of scales in the value chain, particularly in production. The perceived risks of EMNCs ownership include potentially restricted autonomy and the uncertainty over corporate development activities in the future, as well as the risks of diluting brand image caused by the inconsistency between country of origin and country of ownership.

Research limitations/implications

Very few EMNCs have moved into luxury fashion retailing to date, which means that the sampling frame was small. The findings were generated from China, which is perceived to be of considerable psychic distance in terms of culture and policies compared to other emerging markets that have been heavily influenced by colonialism.

Practical implications

This paper suggests that practitioners, particularly EMNCs, support their subsidiary luxury fashion brands through parenting advantages and develop their own high-end fashion brands through internationalisation.

Originality/value

This empirical study contributes to the current international retailing literature by offering in depth insights of parenting advantages offered by EMNCs in luxury fashion retailing. It also enriches the EMNC literature, which has mainly adopted an international business scope, by extending this understanding into luxury fashion retailing.

Abstract

Purpose

The public management and the occupational stress literatures are both silent on stressors associated with the work of government policy advisors. This paper aims to fill that gap with an exploratory study to identify the potential work stressors for this occupation.

Design/methodology/approach

In‐depth interviews with 13 policy advisors/managers in a single government department and a focus group with 11 policy managers from 11 government departments are reported.

Findings

The stressors experienced can be clustered under the well accepted labels of role overload, control, culture, and interpersonal relationships. However, results indicate that the practical reality of these stressors in public sector policy advice environments is different from the generic concepts associated with the labels.

Research limitations/implications

This paper underlines the importance of occupation‐specific understanding of stressors, and has implications at a workplace level for human resource management, and at an analytical level for the public management, policy and occupational stress literatures. Fruitful areas for future study include deeper exploration of qualitative role overload, examining how and why advisory roles proliferate, and how resulting stress levels affect performance.

Practical implications

The paper highlights tensions for public sector managers in meeting obligations to protect the health and safety of their employees, while also placing top priority on serving the minister and government of the day.

Originality/value

The paper provides new insight to the stressors in public sector policy environments, and alerts public sector managers to key factors in managing policy unit performance and well‐being.
