Abstract
Purpose
In this study of 815 military personnel, the purpose of this paper is to examine how perceived leader behaviors are related to trainee perceptions of leader training priorities and to trainee priority for training, and whether trainee motivation to transfer of training moderated the relationship between trainee perceptions and trainee priority for training.
Design/methodology/approach
Participants who were experienced job incumbents responded to a survey related to foreign language usage, training, and policy.
Findings
When leaders showed support for training through their actions, trainees were more likely to perceive their leaders as placing a higher priority on training. Leader behaviors predicted trainee priority to train, because trainees believed their leaders set a higher priority for training. The leader behaviors that were important for trainees’ priority to train were discretionary behaviors, not those leader behaviors mandated by the organization. Trainee perceptions of leader priority were more positively predictive of trainees’ priority to train for trainees with less motivation to transfer of training.
Originality/value
Supervisor support is an important predictor of training outcomes. The authors expand this literature by focussing on the signals that leaders send to their subordinates regarding training priority. Leaders who exhibited discretionary behaviors in support of training appeared to create an environment in which trainees placed greater importance on training. Organizations need to be aware that mandating training activities might not be as important as encouraging leaders to place value on discretionary activities.

Abstract
The purpose of this article is to explore the three types of water-based recreationists' (nonmotorized, motorized, and dual participants) perception on recreation conflict as well as their use of coping mechanisms and further understand the influence of specialization level on their choice of coping mechanism. Recreationists were divided into three groups based on the concept of experience use history. Data were collected between June and September 2007 at entry of five intra-site water recreation areas with every five individuals selected. Study findings partly supported the predictive relationships. Among all three groups (motorized, nonmotorized, and dual participants), less conflict was reported for nonmotorized participants than motored participants. Moreover, the data also suggest that coping mechanisms are widely employed in outdoor recreation. Implications for future research and practice were discussed.

Abstract
The “war on terror” has nothing to do with protecting the U.S. and world's people from “terrorists”, and everything to do with securing the American empire abroad and muzzling democracy and human rights at home. The 9-11 attacks were the pretext which sold the myth of evil Muslim terrorists imminently threatening Americans. That tale allowed the Cheney-led members of the Project for the New American Century (PNAC) to implement their 1990 DPG plan for world control. The “war on terror” is modelled on Islamophobic stereotypes, policies, and political structures developed by the Israeli Likkud and Bush Sr. in 1979. It is designed to inspire popular support for U.S. wars of world conquest. To defeat this plan, we must overcome our Islamophobic fear of “terrorists” and stand in solidarity with Muslims.

Abstract
Purpose
It is important that agency advice and support for SMEs in rural areas is congruent with how business-owners perceive their needs and challenges. To explore how well matched these two sides are, this chapter investigates the difficulties faced by small businesses operating in rural southwest Scotland.
Methodology/approach
In-depth interviews with business influencers (those whose activities affect businesses either through application of policy initiatives, development of policy or the giving of business advice) and owner-managers of rural businesses compare and contrast the perceptions of the challenges of rurality for small businesses.
Findings
Mismatches are revealed between the concerns of rural business-owners and what business influencers understand them to be. Business influencers consider that structural weaknesses and a ‘lifestyle’ business culture in the region inhibit growth, but business owners are strategic in their business aspirations and approaches to growth. However, they are also highly critical of the promotion of the region and concerned about the misunderstanding of potential visitors that the region is remote and difficult to access.
Research limitations
This chapter reports experiences in a particular rural location; such experiences are typical of many rural regions and, thus, the findings should be transferable.
Practical implications
The region’s economic strategy focuses on reducing the significant prosperity gap with the rest of the country. Key to this is the development of indigenous business sectors. However, the policy interventions derived from a misapprehension of the constraints and underpinning culture of indigenous businesses are unlikely to be successful and may be counter-productive.
Originality value
Contrasting the perspectives of those who do business with those who influence business reveals issues of understanding which need to be addressed.

Over the last 50 years deinstitutionalisation has dominated the development of social policy for people with learning disabilities in most of the world's richer countries. In this commemorative issue we will attempt to place what we have learned about the successes and failures of deinstitutionalisation in the light of three themes that are clearly evident in the work undertaken by Tizard and his close colleagues: the unrealised potential of people with learning disabilities, the importance of measuring and analysing quality in residential services and the value of applied research.
