Abstract

Purpose

The built environment is a major source of carbon emissions. However, 80 per cent of the damage arises through the operational phase of a building’s life. Office buildings are the most significant building type in terms of emission-reduction potential. Yet, little research has been undertaken to examine the barriers faced by building operators in transitioning to a green operation of the office buildings in their care. This study aims to identify those barriers.

Design/methodology/approach

Building facilities managers with between 7 and 25 years’ experience in operating primarily Melbourne high-rise office buildings were interviewed. The sample was taken from LinkedIn connections, with ten agreeing to participate in semi-structured interviews – out of the 17 invitations sent out. Interview comments were recorded, coded and categorised to identify the barriers sought by this study.

Findings

Seven categories of barriers to effecting green operation of office buildings were extracted. These were financial, owner-related, tenant-related, technological, regulatory, architectural and stakeholder interest conflicts. Difficulties identifying green operation strategies that improved cost performance or return on investment of buildings was the major barrier.

Practical implications

Government, policymakers and facilities managers themselves have been struggling with how to catalyse a green transition in the operation of office buildings. By identifying the barriers standing in the way, this study provides a concrete point of departure from which remedial strategies and policies may be formulated and put into effect.

Originality/value

The uptake of green operation of office buildings has been extremely slow. Though barriers have been hypothesised in earlier works, this is the first study, to the best of the authors’ knowledge, that categorically identifies and tabulates the barriers that stand in the way of improving the green operational performance of office buildings, drawing on the direct knowledge of facilities experts.

Abstract

Purpose

The success of public–private partnership (PPP) projects is highly correlated to the successful management of risks encountered during the operation phase. PPP projects are especially exposed to risk due to the long operation period over which revenues need to be generated to recoup substantial initial investment and operational running costs. Despite the critical impact of risk exposure, limited research has been specifically undertaken on the matter of operational risk management. This study seeks to address this oversight by identifying and evaluating operational risk management strategies for PPPs.

Design/methodology/approach

Vulnerability theory is the theoretical lens used, with context drawn from Chinese PPP projects. Based on the data collected from expert interviews and questionnaires, 28 operational risk management strategies are identified. A fuzzy synthetic method is employed to analyze the effectiveness of the 28 strategies.

Findings

The findings reveal that providing an exit mechanism clause into the contract, establishing a comprehensive performance evaluation mechanism and developing a clear compensation mechanism are the top three effective strategies. This study also reveals that risk mitigation approaches that reduce vulnerability prove more effective than attempts to reduce external threats. Specifically, strategies aimed at managing contract, political, technical and financial risk are the most effective.

Originality/value

The findings of this study extend current knowledge regarding the risk management of PPP projects. They also offer a reference by which practitioners may select effective operational risk management pathways and thereby, galvanize the sustainable development of PPPs.

Abstract

Purpose

Optimal clean-up procedures lie at the heart of the closeout phase of construction projects under contract law. However, due to its complexity involving multiple issues, potentially unfulfilled contractual obligations, performance claims and counter-claims, combined with consequently deteriorating stakeholder relationships, the management of closeouts is fraught with difficulties leading to suboptimal outcomes. This is particularly true where general contractor (GC) organizations do not have a claims management office (CMO) dedicated to improving such suboptimal clean-up outcomes. Thus, this study aims to develop a model by which CMOs’ may effectively manage the clean-up phase in an environment of closeout claims.

Design/methodology/approach

X-inefficiency theory was utilized as the theoretical lens guiding this study. The theory helps identify closeout strategies implemented by a GC, which manages completion claims through a CMO. Data were received and analyzed from a large GC, which served as the firm case study. In this case, managing the closeout completion claims was the main function of the CMO.

Findings

The average delay of closeout completion was four times greater than construction phase delays. The GC results highlighted the “economic destruction tsunami of projects,” as a root cause for these completion delays. Wrap-up activities under contract law are identified, including within the domains of statements of completion, project handover and debt settlement. Behavior strategies are also defined, including relational and contractual approaches. Moreover, a process for improving closeout claim performance is described, comprising project closeout identification, rational intra-firm behavior, closeout completion and program closeout practice.

Originality/value

Findings from this work can significantly contribute in X-inefficiency theory in relation to how a decrease of X-inefficiency will lead to better closeout claim performance. It also offers practical insights into how best to minimize delayed closeout completion while providing valuable lessons for stakeholders in complex infrastructure projects. Further, a model is developed that may be utilized by owners, consultancies, designers and other contractor organizations in an effort to improve closeout claim performance.

Abstract

Purpose

Public–Private Partnerships (PPPs) are crucial to the procurement of global infrastructure projects. Moreover, a price mode based on a cluster of core concessionary items is key to the delivery of value-for-money and successful project outcomes. However, existing research has yet to fully identify PPP concessionary items, nor yet described the range of practical price modes. This study provides taxonomy of core concessionary items impacting PPP projects, systematically classifies price modes, and assesses the applicability and risk impacts of those price modes on PPP projects.

Design/methodology/approach

This study adopts a comparative case study method in analyzing core concessionary items and alternative price modes. China is taken as the context, as it is one of the world’s largest PPP markets. In ensuring research validity and reliability, diverse data sources are utilized, with a graphic content analysis tool developed to capture the structure of price modes.

Findings

Eight PPP price modes are identified. These are: (1) UP (Unit Price) mode, (2) ALS (Annual Lump Sum) mode, (3) IRR (Internal Rate of Return) mode, (4) RP (Return for Investing Capital (RIC) - Profit Rate of O&M (PROM)) mode, (5) RFP (RIC - Financing Interest Rate (FR) - PROM) mode, (6) RFPL (RIC - FR - PROM - Lower Limit of User Charge (LLoUC)) mode, (7) RFL (RIC - FR - Lump Sum/Fixed Unit Price O&M Contract (LSOM/FUP)) mode, and (8) RFLL (RIC - FR - LSOM/FUP - LLoUC) mode. Other main findings are as follows: (1) Five risk allocation configurations can be achieved via these price modes. Yet while different price modes enable the allocation of specific risks, these do not always align with contracting parties’ original intentions. (2) IRR and RP modes may be less applicable in general because of their vulnerability in allocating critical risks and capacity for spurring opportunistic behavior.

Originality/value

By depicting the paths by which concessionary items in price modes affect cash flow, a systematic analysis of price modes was conducted exposing structural characteristics, along with risk allocation choice implications. The study is unique in: (1) Providing a systematic classification of PPP price modes used in PPP projects, (2) Presenting a comprehensive identification and streamlining of concessionary items in PPP practice, and (3) Analyzing the risk effects of different price modes. Together, these outcomes offer a hitherto unavailable perspective on PPP project risk management. The value of the study lies in the following: (1) Existing studies employ diverse concessionary items, but their applicability varies. This study offers an overarching framework facilitating decision-making in selecting appropriate PPP price modes and in determining concessionary items. (2) This study adds to the understanding of PPP price modes in significant ways that will aid local governments and potential sponsors in crafting and administrating more workable contract designs.

Abstract

Purpose

The construction industry faces three emergent developments that in all likelihood will transform the industry into the future. First, engineering project networks (EPNs), in which teams collaborate on projects remotely in time and space, are transforming global construction practices. Second, as a major consumer of resources and significant producer of green-house gases, construction is under pressure to reduce its carbon footprint. Third, the construction industry presents as one of the least socially sustainable work environments, with high job dissatisfaction, skewed work–life balance and over representation of depressive and mental disorders. It is incumbent on the industry to reconcile these issues. Specifically, what scope is there to shape the evolution of EPNs towards a configuration that both promotes sustainability generally, and enhances quality of work-life issues, while at the same time continuing to apprehend the economic dividends for which it is adopted? As salient as this question is, it has not been broached in the literature. Therefore, this study aims to survey the extent to which EPNs align with the sustainability agenda, more broadly, and that of employee work-place satisfaction, more specifically.

Design/methodology/approach

A literature review of current knowledge of these concerns is explored and a summative assessment presented.

Findings

To the best of the authors’ knowledge, as the first in its kind, the study brings to light that EPNs go a long way towards facilitating economic objectives, part way towards realising ecological and sociological objectives but make hardly any impact on improving employee work satisfaction.

Originality/value

This paper examines an entirely novel area that has not been studied yet. Future research should take up this finding to determine how EPNs may be further adapted to accommodate these wider necessary objectives.

Abstract

Purpose

International development projects are a dominant means by which aid is distributed to countries. Over the past 70 years, the distribution of trillions of dollars of development aid has been mediated by the United Nations (UN). However, most of this aid has failed to deliver the expected outcomes for which it was assigned. Nevertheless, a significant proportion of projects can be considered successful. Despite the glaring question as to which factors contribute to the success or failure of projects, no study has comprehensively documented the relationship between procurement mechanisms invoked to deliver aid projects and project outcomes. This study aims to assess this relationship.

Design/methodology/approach

Leveraging network analysis methodology, this study examines the World Bank data set of over 247,000 developmental contracts worldwide granted over the past 20 years. It identifies the range of procurement practices used and interrogates their ability to deliver satisfactory project outcomes.

Findings

Eleven prevalent practices are identified covering aid projects across twelve sectors. As might be expected, Africa is the largest recipient of aid, while the Middle East is the least. Overwhelmingly, international competitive bidding (ICB) is the leading procurement procedure, both in terms of contract number and total dollar value. However, ICB does not always deliver the best outcomes, with other, more boutique approaches sometimes doing better.

Social implications

The breadth of this study, encompassing such a vast data resource, and generating such a rich pool of findings will now empower researchers to take the next important step, which is to progress this study in exploring why it is that certain procurement strategies have worked for some sectors, but not others. Countries, financial institutions, the UN and construction enterprises alike will be very interested in the results.

Originality/value

The spectrum of outcomes identified will be of interest to academics and practitioners alike wishing to investigate further the drivers behind the results described here.

Abstract

Purpose

Universities have recognized their rich endowments in research, academic skills and facilities, as uniquely suited to finding “green” solutions. Moreover, the campus setting itself presents as a microcosm of greater society through which to investigate and test innovations. Thus, the “living lab” was born, a means of coupling sufficient resources and active stakeholders in the pursuit of practical, sustainable solutions. Much of the work to date, however, remains piecemeal, small-scale and disparate. This study aims to propose that the work of such labs must ultimately be directed, coordinated and integrated under a “university sustainability office,” if they are to be ultimately effective.

Design/methodology/approach

The research approach is twofold. In the first instance, a literature review charting the history and progress of living labs is reported, with emphasis of the university context. Second, a case study appraisal of Deakin University’s initiatives in adopting and promoting sustainability through the living lab framework is undertaken.

Findings

A main finding of this paper is that current efforts remain piecemeal and peripheral. If the apparent ambiguity regarding commitment is to be overcome, Deakin University should adopt measures as adopted by peer leaders in the field. Specifically, the setting up of a centralizing sustainability function bestowed with the capacity to coordinate university-wide living lab efforts, and at such a scale that substantial benefits transferable to greater society is generated.

Originality/value

This paper stands out among previous studies in the field through facilitating a transition to living lab for other universities, where findings facilitate that progress and consider how the lessons learnt might inform the further evolution of university living lab initiatives.

Purpose

Legal remedies are incorporated into international construction joint ventures (ICJVs) to mitigate contractual breaches. The effectiveness of remedies is predicated on two conditions; the comprehensiveness of the contract and its enforceability within the jurisdiction of interpretation. Relational-related weaknesses contribute to contracting parties placing a premium on the contract's capacity for mediating the relationship. However, contracts are not always enforceable. This study aims to examine means by which joint venture relational governance can be maintained under conditions of minimal legal recourse.

Design/methodology/approach

A relational contracting (RC) theory was used as the theoretical underpinning of the paper. Data were collected and analyzed following a multiple-case study approach from case projects in which ICJVs' was used.

Findings

The findings reveal (1) 17 relational and contractual governance problems; the main six being contractual flexibility, contractual joint venture system, contract reviewing, project conflict, national culture and leader–follower transgressions; (2) relational and contractual governance problems are managed differently, depending on financing sources and partners' national culture; and (3) that a developed RC-based framework comprising four stages is able to facilitate relational and contractual governance in ICJVs.

Originality/value

This study is novel in providing a guided approach to developing non-legal remedies for the mitigation of contractual breaches in ICJVs, grounded in theory and contextualized for the construction sector.

Abstract

Purpose

Building Information Modeling (BIM) competitions are a beneficial approach to enhance BIM education, offering students practical experience in BIM application, including mastering workflows and technical tools. However, research exploring the individual perceptions influencing participation intentions and behaviors in BIM competitions is limited. Therefore, this study aims to investigate the factors affecting university students' behavioral intention and behavior in BIM competitions, providing theoretical support for BIM competitions and educational reform.

Design/methodology/approach

This study employs the Structural Equation Modeling (SEM) based on the Unified Theory of Acceptance and Use of Technology (UTAUT) framework to analyze the factors influencing BIM competition participation among 970 Architecture, Engineering, and Construction (AEC) university students.

Findings

The results of the study show that social influence, attitude, and self-efficacy play critical roles in shaping students' intentions to participate in BIM competitions. Furthermore, self-efficacy, facilitating conditions, and behavioral intention significantly influence students' actual engagement in such competitions. Surprisingly, effort expectancy negatively influences intentions, as less challenging tasks can lead students to perceive their participation as less impactful on their skills and learning, reducing their behavioral intention to participate.

Originality/value

This research provides valuable insights into the effectiveness of BIM competitions in enhancing BIM education for AEC students. Extending the UTAUT model to include self-efficacy and attitude, provides a novel perspective for understanding students' intentions and behaviors regarding BIM competitions. The study’s theoretical support proposes incorporating BIM competitions to augment BIM teaching methods and offers suggestions for advancing the efficacy of students' involvement in BIM competitions within higher education, thus contributing to educational reform in the AEC sector.

Abstract

Purpose

A lack of suitably qualified Building Information Modelling (BIM) professionals is understood to be a major barrier towards higher uptakes of BIM in the Australian construction industry. In response, Australian universities have tried to integrate the teaching of BIM into construction-related curricula, but with limited success. The acknowledged impediment is the lingering mismatch between what universities offer and what industry actually needs. However, the exact nature of that mismatch has yet to be identified. This study addresses that knowledge gap. It assesses both the current status of BIM competencies among university graduates and explores how BIM education at Australian universities may be improved to deliver BIM work readiness, as required by the industry.

Design/methodology/approach

This paper employed a qualitative research approach, utilizing 17 semi-structured interviews with experts in the Australian BIM industry. The Person-Organization (PO) fit theory, which emphasizes the congruence between individual and organizational characteristics, was utilized as a theoretical framework to examine the compatibility between “demand” and “ability” perspectives. The resulting data were analysed using this theoretical framework to gain insights into the PO fit perspectives in relation to BIM industry practices.

Findings

Findings reveal that graduates are generally competent regarding the use of BIM software. However, employers require much more than software skills, and expect recruits to have the capability to implement BIM as a process according to information management standards. Specifically, graduates are significantly deficient in matters of BIM protocols, collaboration and coordination, information workflows as well as completion and handover procedures.

Originality/value

This study is the first of its kind that bridges the gap between industry expectations and university education, in the Australian context, moving beyond the common discourse in education literature, which is exclusively focused on assessing students’ perceptions about BIM.
