Abstract
Purpose
Small and medium sized enterprises (SMEs), which form a significant portion in many economies, are some of the most vulnerable to the impact of extreme weather events (EWEs). This is of particular importance to the construction industry, as an overarching majority of construction companies are SMEs who account for the majority of employment and income generation within the industry. In the UK, previous research has identified construction SMEs as some of the worst affected by EWEs. The paper aims to discuss these issues.
Design/methodology/approach
Given the recent occurrences of EWEs and predictions suggesting increases in both the intensity and frequency of EWEs in the future, improving the resilience of construction SMEs is vital for achieving a resilient construction industry. A conceptual framework is first developed which is then populated and expanded based on empirical evidence. Positioned within a pragmatic research philosophy, case study research strategy was adopted as the overall research strategy in undertaking this investigation.
Findings
Based on the findings of two in-depth case studies of construction SMEs, a framework was developed to represent EWE resilience of construction SMEs, where resilience was seen as a collective effect of vulnerability, coping strategies, and coping capacities of SMEs, characteristics of the EWE and the wider economic climate.
Originality/value
The paper provides an original contribution towards the overarching agenda of the resilience of SMEs, and policy making in the area of EWE risk management by presenting a novel conceptual framework depicting the resilience of medium sized construction companies.

Abstract
Purpose
Cost overrun is a significant issue in construction, an undesirable feature the industry has long been associated with. Poor procurement practices are often blamed for subsequent cost overruns in construction, especially with conventional procurement methods leading to outrageous cost overruns. The purpose of this study is to review the features of the new models of construction procurement (NMCP) and assess their potential to reduce cost overruns in construction projects.
Design/methodology/approach
A literature review was conducted to identify the issues of procurement leading to cost escalations. Primary data were obtained through exploratory, semi-structured interviews using a case study approach.
Findings
Clients’ lack of knowledge was highlighted as a key issue in procurement that interlinks with many factors causing cost escalation. The findings suggest that the features contained within the NMCP, such as early contractor involvement and collaboration throughout the project team, have the potential to make a positive contribution to addressing cost escalation in construction.
Research limitations/implications
The primary research was undertaken as an exploratory study and presents the contractor's perspective. Further research is therefore suggested, with multiple organisations representing all key stakeholders in a construction project, including clients, consultants, sub-contractors and suppliers.
Practical implications
The study recommends awareness of the NMCP be raised throughout the industry, and simplified information must be made available to help widen uptake of these contemporary procurement methods.
Originality/value
Addressing the dearth of research concerning the use of NMCP within the industry, this study makes a niche contribution to the body of knowledge on construction cost management by illustrating the potential offered by these new procurement methods for addressing cost escalation. For an industry where collaboration is accepted with reservations, this case study demonstrates how novel collaborative strategies such as open book costing, project bank accounts and shared pain and gain mechanisms can be implemented as part of the procurement strategy and how such strategies can contribute towards minimising the cost escalation inherent in construction projects.

Abstract
Purpose
The purpose of this paper is to investigate the performance of post-disaster housing reconstruction projects, propose the conceptual living-transforming disaster relief shelter (LTFDR-shelter) approach where temporary shelter is incrementally transformed into a more permanent dwelling by using living technologies and investigate its applicability to provide sustainable post-disaster housing following natural-hazard-induced disasters.
Design/methodology/approach
A questionnaire survey with 120 household recipients of three Sri Lankan post-disaster housing projects was employed to explore how the post-disaster housing projects have performed against the occupants' expectations. Furthermore, the new proposed LTFDR-shelter conceptual approach's applicability to address the existing issues found in the study was investigated.
Findings
The paper evaluates and identifies the physical and technical, and socio-economic performance issues of post-disaster housing and discusses the applicability of the proposed LTFDR-shelter conceptual approach as an efficient tool to adequately improve the identified factors integrating three phases of relief, rehabilitation and reconstruction employing living technology.
Research limitations/implications
Although the study's scope was limited to the occupant view of the performance of post-disaster housing in Sri Lanka, the findings and conceptual LTFDR-shelter approach could be of particular relevance to other developing countries affected by similar disasters. Further research is recommended to investigate and develop this concept in depth.
Originality/value
This study lays the conceptual foundation for a new theoretical approach in post-disaster housing, which encourages more interdisciplinary collaborations and empirical investigations that potentially enhance post-disaster housing performance and facilitates the application of living technology in the built environment.

Abstract
Purpose
The lack of collaborative working within the UK construction industry is a long-standing issue that has often been highlighted. As a result, the construction industry in the UK is encouraged to use novel procurement methods to create a collaborative working environment. This study aims to explore the collaborative features of the three new models of construction procurement introduced by the UK Government Construction Strategy in 2012.
Design/methodology/approach
Existing research/literature was reviewed to establish the key collaborative features of the new procurement models, and a questionnaire survey was adopted to obtain views of industry practitioners. A Relative Importance Index was used to analyse the collected data.
Findings
The sample of construction practitioners surveyed largely agrees with the effectiveness of collaborative features integrated within the models, with the benefits offered by early contractor involvement being seen as the most effective feature allowing collaboration. Contractual incentives, improved communication procedures and constant reflection and feedback can be used as effective strategies to enable greater collaboration in projects that use these new procurement models.
Research limitations/implications
Findings reported in the paper could help achieve greater collaboration in construction projects executed using the new models of construction procurement.
Originality/value
This study sheds light on the scepticism and/or conviction of industry practitioners regarding the collaborative benefits offered by the new procurement models, which have not yet been subjected to significant academic scrutiny.

Purpose
Development of effective disaster risk reduction (DRR) strategies for communities at risk of being affected by natural disasters is considered essential, especially in the wake of devastating disaster events reported worldwide. As part of a wider research study investigating community perspectives on existing and potential strategies for enhancing resilience to natural disasters, community perspectives on infrastructure and structural protection requirements were investigated. The paper aims to discuss these issues.
Design/methodology/approach
Patuakhali region in South-Western Bangladesh is a region significantly at risk of multiple natural hazards. In order to engage local communities and obtain their perspectives, focus group discussions were held with local community leaders and policy makers of at-risk communities in Patuakhali region, South-Western Bangladesh.
Findings
Infrastructure and structural protection requirements highlighted included multi-purpose cyclone shelters, permanent embankments and improved transport infrastructure. Much of the discussions of focus group interviews were focused on cyclone shelters and embankments, suggesting their critical importance in reducing disaster risk and also dependence of coastal communities on those two measures.
Originality/value
The research design adopted sought to answer the research questions raised and also to inform local policy makers on community perspectives. Local policy makers involved in DRR initiatives in the region were informed of community perspectives and requirements, thus contributing to community engagement in implementing DRR activities.

Abstract
Purpose
Amidst the current economic climate, which places many constraints on expensive flood defence schemes, the policy makers tend to favour schemes that are sympathetic to the needs of small and medium-sized enterprises (SMEs) and which promote empowering local communities based on their individual local contexts. Research has shown that although several initiatives are in place to create behavioural change among SMEs in undertaking adaptation approaches against flooding, they often tend to delay their responses by means of a “wait and see” attitude. The paper aims to discuss these issues.
Design/methodology/approach
This paper argues that unless there are conscious efforts in the policy-making community to undertake explicit measures to engage with SMEs in a collaborative way, the uptake of adaptation measures will not be achieved as intended. With the use of the “honest broker” approach the paper provides a conceptual way forward of how a sense of collaboration can be instigated in an engagement process between the policy makers and SMEs, so that the scientific knowledge is translated in an appropriately rational way, which best meets the expectations of the SMEs.
Findings
The paper proposes a conceptual model for engaging SMEs that will potentially increase the uptake of flood adaptation measures by SMEs. This could be a useful model with which to kick start a collaborative engagement process that could escalate to wider participation in other areas to improve impact of policy initiatives.
Originality/value
The paper lays the conceptual foundation for a new theoretical base in the area, which will encourage more empirical investigations that will potentially enhance the practicality of some of the existing policies.

Abstract
Purpose
The UK has experienced a number of flood events in recent years, and the intensity and frequency of such events are forecast to further increase in future due to changing climatic conditions. Accordingly, enhancing the resilience of small and medium‐sized enterprises (SMEs) – which form an important segment in a society – to flood risk, has emerged as an important issue. However, SMEs often tend to underestimate the risk of flooding which tends to have a low priority in their business agenda. The purpose of this paper is to undertake an investigation of adaptation to the risk of flooding considering community‐level measures, individual‐level property protection, and business continuity and resilience measures.
Design/methodology/approach
A total of four short case studies were conducted among SMEs to identify their response to flood risk, and what measures have been undertaken to manage the risk of flooding.
Findings
It was observed that SMEs have implemented different property‐level protection measures and generic business continuity/risk management measures, based on their requirements, to achieve a desired level of protection.
Practical implications
SMEs are likely to positively respond to property‐level adaptation following a post‐flood situation. It is important that information such as costs/benefits of such measures and different options available are made accessible to SMEs affected by a flood event.
Social implications
Implementation of property‐level adaptation measures will contribute towards the long term adaptation of the existing building stock to changing climatic conditions.
Originality/value
The paper contributes towards policy making on flood risk adaptation and SME decision making, and informs policy makers and practitioners.

Purpose
The UK experienced a number of Extreme Weather Events (EWEs) during recent years and a significant number of businesses were affected as a result. With the intensity and frequency of weather extremes predicted in the future, enhancing the resilience of businesses, especially of Small and Medium‐sized Enterprises (SMEs), who are considered as highly vulnerable, has become a necessity. However, little research has been undertaken on how construction SMEs respond to the risk of EWEs. In seeking to help address this dearth of research, this investigation sought to identify how construction SMEs were being affected by EWEs and the coping strategies being used.
Design/methodology/approach
A mixed methods research design was adopted to elicit information from construction SMEs, involving a questionnaire survey and case study approach.
Findings
Results indicate a lack of coping strategies among the construction SMEs studied. Where the coping strategies have been implemented, these were found to be extensions of their existing risk management strategies rather than radical measures specifically addressing EWEs.
Research limitations/implications
The exploratory survey focused on the Greater London area and was limited to a relatively small sample size. This limitation is overcome by conducting detailed case studies utilising two SMEs whose projects were located in EWE prone localities. The mixed method research design adopted benefits the research by presenting more robust findings.
Practical implications
A better way of integrating the potential of EWEs into the initial project planning stage is required by the SMEs. This could possibly be achieved through a better risk assessment model supported by better EWE prediction data.
Originality/value
The paper provides an original contribution towards the overarching agenda of resilience of SMEs and policy making in the area of EWE risk management. It informs both policy makers and practitioners on issues of planning and preparedness against EWEs.

Abstract
Purpose
Improved management of commercial property at risk from flooding may result from well-targeted advice from built environment (BE) professionals, such as surveyors, valuers and project managers. However, research indicates that the role of these professionals in providing such advice is currently limited for a variety of reasons. This paper aims to investigate the (perceived and real) barriers and opportunities for providing such advice in a number of international locations. In particular, the research sought greater understanding of the link between regulation and guidance; perceived roles and capacity; and training and education needs.
Design/methodology/approach
To cover different international settings, an illustrative case study approach was adopted within the selected countries (Australia, UK, USA, China and Germany). This involved a qualitative approach using semi-structured interviews of BE professionals with experience of advising on commercial properties at risk of flooding. Due to the specific nature of these interviews, a purposive sampling approach was implemented, leading to a sample of 72 interviews across the five international locations.
Findings
Perceived barriers were linked to regulatory issues, a shortage of suitably experienced professionals, a lack of formal guidance and insurance requirements. BE professionals defined their roles differently in each case study in relation to these factors and stressed the need for closer collaboration among the various disciplines and indeed the other key stakeholders (i.e. insurers, loss adjusters and contractors). A shortage of knowledgeable experts caused by a lack of formal training, and education was a common challenge highlighted in all locations.
Originality/value
The research is unique in providing an international perspective on issues affecting BE professionals in providing robust and impartial advice on commercial property at risk of flooding. While acknowledging the existence of local flood conditions, regulatory frameworks and insurance regimes, the results indicate some recurring themes, indicating a lack of general flood risk education and training across all five case study countries. Learning across case studies coupled with appropriate policy development could contribute toward improved skills development and more consistent integration of BE professionals within future flood risk management practice, policy and strategy.
