Abstract

Purpose

The purpose of this chapter is to develop the indicators that are necessary for monitoring and controlling the efficiency of the process of implementation of information economy’s optimization model. For this, the authors used general scientific research methods – systemic, problem, structural, and functional analysis to determine the key components of balancing, along with a specific method of economics – the balance method – for determining the method of balancing of indicators.

Findings

On the basis of the complex analysis performed with the application of the above methods, the authors determined the main indicators of efficiency of the process of implementation of information economy’s optimization model essential for its successful monitoring and control. These indicators are systematized in connection to the noosphere levels and are presented in this work. The offered indicators of efficiency of the process of implementation of the information economy’s optimization model are recommended for systemic national and international monitoring and control during model implementation. The indicators for the current year, in comparison with the dynamics of previous years, could be used. The balance coefficients pose the largest value and provide the highest level of information as they reflect the results of analysis of intermediary indicators and offer information in the form that is ready for regulators. The offered indicators have to supplement the indicators used for evaluating the efficiency of economy’s formation according to the its old model.

Originality/Value

The indicators offered in this chapter focus on the balance model of information economy, however to compile a complete picture on the progress of its formation requires consideration of the values of the indicators used within the old model.

Abstract

This chapter elaborates on the role of clusters and innovational networks in Russia and interprets that the future growth of Russia’s economy depends on the development of clusters and innovational networks. We substantiated that clusters and innovational networks possess considerable potential in the sphere of provision of sustainable growth of Russia’s economy. Today, this potential is not used due to unequal distribution of clusters and innovational networks on Russia’s vast territory and due to their being at the initial stage of development – despite their prolonged period of existence. However, even in the current conditions, clusters and innovational networks make a significant contribution to Russia’s GDP (15.58% in 2018). By 2024, by implementing our described optimal scenario of clusters and innovational networks development, it would be possible to expand Russia’s GDP by 15 times, which will allow increasing the country’s GDP by 2.5 times. This positive effect will be achieved due to the provision of balance and stability of economic growth, which will make it more sustainable. Clusters and innovational networks should become a basis for sustainable growth of Russia’s economy. We recommend a scenario of sustainable growth based on a more equal distribution of clusters and innovational networks across Russia and a quicker development of clusters and innovational networks via more extensive involvement of private businesses.

Abstract

Purpose

The specific character of language policy is considered in multi-ethnic Russian regions in this paper. The relevance of this paper is because of the fact that language is one of the most important indicators of ethnic identity, and it fulfills a crucial role in the self-preservation of the ethnic community. The purpose of this paper is to determine the status and trends of language policy in multi-ethnic regions as a part of national education.

Design/methodology/approach

The authors analyze the historical aspect of language policy with the help of problem and comparative analysis and study the problem of bilingualism in the modern Russian society.

Findings

The threat of loss or the ban on land national (mother) language, as well as its infringement form an intolerant consciousness and attitudes in the mass consciousness and behavior of people. It is one of the factors of the deterioration of interethnic interaction and increase of ethnocentric attitudes to counter assimilation and acculturation. Language has communicative, integration, political functions in modern society. It is very important for the preservation of ethnic education. The analysis shows the inconsistency in the language policy whose roots lie in the historical past.

Originality/value

It is substantiated that the existence of a variety of peoples, ethnic groups with their own independent languages challenge state government bodies to solve a number of problems associated with ensuring the optimal functioning of Russian and national (mother) languages. It is concerned with the quality of education in the education system and the advisability of using languages in official events and the volume of television and radio programs in national languages, and so on.

Abstract

Purpose

The purpose of this chapter is to develop the algorithm of the strategy of implementing the information economy’s optimization model in modern Russia.

Methodology

The method of systemic, problem, and logical analysis, synthesis, and the method of compilation of block schemes are used.

Results

The algorithm of the strategy of implementing the information economy’s optimization model in modern Russia is presented. It has a cyclic characteristic and is variable, successfully adapting the conceptual model of a well-balanced information economy to the practical peculiarities of the social system of modern Russia and ensuring flexibility of the developed strategy of its application in the Russian economic practice. The offered algorithm of the strategy of implementing the information economy’s optimization model in modern Russia is a logical continuation of the developed strategy, supplementing its scientific and theoretical significance with the possibilities and perspectives of successful practical application. The offered algorithm shows clarity and simplicity of the general internal structure of the process of implementing this strategy with a simultaneous high complexity of specific measures.

Recommendations

The developed algorithm explains the logic of successful realization of the strategy of implementing the optimization model of a well-balanced information economy in modern Russia and is recommended for usage as a practical guide for implementing this strategy.
