Abstract

Purpose: The purpose of the chapter is to study the process of evolution of modern business systems, to distinguish its main stages, and to determine the peculiarities of the modern stage of this process. For compiling a fuller dynamic model of evolution of modern business systems, this research is performed by the example of modern Russia – which is one of the most vivid representatives of countries with transitional (forming) economy and which is thus peculiar for very intensive transformation processes in business as compared to the countries that implement the concept of market economy.

Methodology: The methodology of the research is based on the method of logical analysis (analysis of causal connections) and the method of comparative historical analysis, with the help of which regularities of development of modern business systems are distinguished and stages of their evolution are determined. The method of formalization is used for graphic presentation of genesis of modern business systems.

Conclusions: As a result, four stages of evolution of modern business systems are distinguished: paternalism (1991–1997), commercialization (1998–2007), balancing (2008–2017), and technologization (since 2018). Each of the distinguished stages has its peculiarities, and the following regularities and tendencies of development of modern business systems are observed in the process of their evolution: increase of competition in business environment, increase of regulation of business from the state and society, and growth of size of business systems, which leads to complication of their structure, with increase of flexibility of business culture. Sufficiency of adaptation means with modern business systems is substantiated.

Originality/value: The determined outlines of the current stage of evolution of modern business systems allow compiling two following forecast scenarios of their further development, oriented at the period until 2025: scenario of well-balanced development of modern business systems and scenario of increase of disproportions in development of modern business systems. Implementation of these scenarios is possible in any socioeconomic system. Depending on strategic goals and priorities, each system may select the most optimal scenario and conduct the corresponding management of development of modern business systems.

Abstract

Purpose

The system of higher education is ineffective – it has to change the concept of educational process, which is peculiar for increase of the volume of education of labor resources. According to this, there is a necessity to pass to the system of higher education with elements of smart technologies. The purpose of this paper is to determine the role of smart technologies as an innovational and intellectual tool in development of the system of higher education and formation of actual skills with students.

Design/methodology/approach

The aspects of classical education in universities with elements of remote forms of implementation of smart technologies on IT platforms are studied; peculiarities of smart technology as intellectual tools of higher education are analyzed; perspectives of usage of smart technologies as innovational tools for development of higher education are determined. The research methods include analysis, synthesis, abstraction, comparison and logical method.

Findings

Information technologies become an inseparable part of life of society and human. A new network generation of people that cannot imagine life without new technological devices is growing. However, despite this, modern education does not sufficiently influence the development of human capital in the conditions of digital environment.

Originality/value

Scientific novelty consists in conducting the research in the sphere of significance and perspectives of implementing smart technologies into the systems of higher education of the Russian Federation. This paper could be interesting for public officers who form the program of development of higher education and academic staff of higher educational establishments.

This study aims to clarify the scope of the legal procedure of the acquisitive prescription in Russia.

Abstract

Purpose

This study aims to clarify the scope of the legal procedure of the acquisitive prescription in Russia.

Design/methodology/approach

Dialectical method, historical method and system analysis method have been used.

Findings

The authors consistently prove the inadmissibility of applying acquisitive prescription to land plots in private, state or municipal ownership. One of the features of Russia as an emerging market economy is that, the major part of state lands is in so-called “non-delineated state ownership.” Plots included in such lands are not registered in the cadaster or transferred to particular public owners. That is why, the authors prove that the procedure of acquisitive prescription must be applied only in relation to land plots that are in non-delineated state ownership and have been occupied by citizens and legal entities for 15 years.

Originality/value

The authors propose new guarantees of the rights of private and public land owners. Clarification of the scope of the acquisitive prescription procedure will streamline the turnover of real estate in Russia.
