Abstract

Purpose

The paper aims to identify the critical constraints that impede heritage building (HB) facility managers from discharging their duties effectively and develop an index model to guide HB maintenance management (HBMM) practitioners to the critical constraints.

Design/methodology/approach

A literature review was conducted to identify HBMM constraints. Facilty management practitioners assessed the constraints' significance through an online survey. The factor analysis was used to shortlist and group the constraints, and the constraint clusters were analyzed by the fuzzy synthetic evaluation technique. A significant index cluster to determine HBMM constraints criticality was generated using the linear additive model.

Findings

Embracing a total of 16 HBMM constraints, the three clusters identified are: (1) managerial and inadequacy constraints, (2) pressure and bureaucracy constraints and (3) HB peculiarities constraints. Based on the generated significant index, the HB peculiarities cluster was identified as the most significant.

Research limitations/implications

The study was conducted in a particular jurisdiction, limiting the generalizability of the result. Future research should address this limitation by covering more jurisdictions.

Practical implications

The significant index model (SIM) developed enables HBMM practitioners to objectively assess the criticality of HB constraints and facilitates them to effectively strategize and allocate resources for HBMM.

Originality/value

The SIM, which transforms subjective judgment into the objective assessment of the HBMM constraints' criticality, can assist practitioners, policymakers and other HBMM stakeholders in implementing strategies for the sustainability of HBs.

Abstract

Despite extensive use and ever‐increasing enthusiasm in the West, benchmarking for facilities management (FM) in the Asia Pacific region is only fledgling. The austere economic situation and fierce business competition after the Asian economic crisis of 1997, has made more companies realize that it is not only profit, but also cost‐effectiveness and the leap‐frog pattern of improvement in performance which are crucial for survival. Benchmarking is reconsidered in this context. This 1998 research project investigates the perception and current practice of FM benchmarking metrics in the region. Through critical review of the current FM benchmarking, improvement in the process will be identified. The study on the preference and use of individual metrics can be used as a guideline for the development of standard benchmarking metrics list for companies in the region.

Abstract

Purpose

This study is founded on an assessment model derived by the authors in previous studies. It aims to identify the applicability of the model by using it to assess the urban design aspects of two local urban renewal projects against a set of pre‐determined performance indicators.

Design/methodology/approach

First of all, a brief on the details of the assessment model is provided. Then, this study introduces how case study can evaluate the effectiveness of the model in assessing the government‐led urban renewal projects in the real world. Afterwards, it identifies the way of selecting appropriate urban renewal projects for the case study, sets out the process of the assessment, and highlights the assessment results and its implication.

Findings

The case study conducted here has proved that the assessment model is able to produce reliable and valid assessment results for evaluation of the sustainability performance of local urban renewal projects. In addition to the assessment of the overall performance, the model also helps to identify the deficiencies of the renewal projects, and the level of satisfaction of the affected persons and the concerned parties to the renewal projects being assessed.

Originality/value

By assessing the design of two pre‐selected urban renewal projects against individual indicators through case study, it can be ensured that the model derived by the authors in previous studies is theoretically and practically feasible. In addition, this study has demonstrated that the model is able to measure the design quality and the sustainability level of individual urban renewal project in real life context.

Abstract

Purpose

Design teams have difficulties in assessing building carbon emissions at an early stage, as most building energy simulation tools require a detailed input of building design for estimation. The purpose of this paper is to develop a user-friendly regression model to estimate carbon emissions of the preliminary design of office buildings in the subtropics by way of example. Five sets of building design parameters, including building configuration, building envelope, design space conditions, building system configuration and occupant behaviour, are considered in this study.

Design/methodology/approach

Both EnergyPlus and Monte Carlo simulation were used to predict carbon emissions for different combinations of the design parameters. A total of 100,000 simulations were conducted to ensure a full range of simulation results. Based on the simulation results, a regression model was developed to estimate carbon emissions of office buildings based on preliminary design information.

Findings

The results show that occupant density, annual mean occupancy rate, equipment load, lighting load and chiller coefficient of performance are the top five influential parameters affecting building carbon emissions under the subtropics. Besides, the design parameters of ten office buildings were input into this user-friendly regression model for validation. The results show that the ranking of its simulated carbon emissions for these ten buildings is consistent with the original carbon emissions ranking.

Practical implications

With the use of this developed regression model, design teams can not only have a simple and quick estimation of carbon emissions based on the building design information at the conceptual stage but also explore design options by understanding the level of reduction in carbon emissions if a certain building design parameter is changed. The study also provides recommendations on building design to reduce carbon emissions of office buildings.

Originality/value

Limited research has been conducted to date to investigate how the change of building design affects carbon emissions in the subtropics where four distinct seasons lead to significant variations of outdoor temperature and relative humidity. Previous research also did not emphasise on the impact of high-rise office building designs (e.g. small building footprint, high window-to-wall ratio) on carbon emissions. This paper adds value by identifying the influential parameters affecting carbon emissions for a high-rise office building design and allows a handy estimate of building carbon emissions under the subtropical conditions. The same approach may be used for other meteorological conditions.

Abstract

Purpose

Unfamiliar with the Chinese culture and ways of doing business, foreign architects/engineers/contractors (AEC) firms will encounter differences with the local parties. With reference to the characteristics of Chinese culture on disputes, this paper studies the problem areas of dispute and of resolving disputes in international construction projects in China. The objectives are to: examine the fundamentals of Chinese culture and ways of doing business; examine the characteristics of international projects and investigate any differences in the dispute problems arising from China International Projects; identify the most popular dispute resolution mechanism(s) for international projects in China; and recommend possible ways to reduce and resolve disputes of these projects.

Design/methodology/approach

After literature review, a questionnaire was designed for face‐to‐face interviews with 40 practitioners to collect their opinions.

Findings

The results show that the problem areas giving rise to disputes are mainly related to contractual matters. To reflect the characteristics of international projects in China, cultural and legal matters are also found to be the sources of problem. Arbitration is the most popular method, after negotiation, for resolving disputes in international construction projects in China.

Research limitations/implications

The number of interviewees in this study could be improved and further study could include experts in Mainland China.

Originality/value

There is not much literature on dispute resolution management for international construction projects in China, with particular reference to cultural differences. This paper offers an invaluable reference for those foreign AEC firms interested in joining international projects in China.

Abstract

Purpose

This study is a follow‐up to the previous studies undertaken by the authors. The paper aims to develop a set of valid and reliable performance indicators to evaluate the environmental quality of a project in order to minimise the adverse impacts of urban renewal projects on the environment.

Design/methodology/approach

First, a brief introduction to the most critical environmentally sustainable factors that should be considered when planning an urban renewal project is provided. Then this study identifies criteria for the selection of indicators, and develops appropriate indicators and a corresponding points‐scoring system for six major environmental design criteria through a comprehensive literature review and with the help of a number of experts from industry and academia.

Findings

This study proposes a set of environmental performance indicators and a corresponding points‐scoring system for the assessment model derived in a previous study. A total of 12 indicators have been developed for six design criteria (i.e. two indicators per criterion) in which both quantitative and qualitative indicators are derived, and five different scales are adopted to score individual assessment indicators.

Originality/value

By developing relevant indicators, the parties concerned can easily identify whether a renewal project meets pre‐determined planning initiatives and environmental objectives. Once deficiencies are noted, the relevant parties can take immediate action to rectify and refine the design accordingly. It is expected that the environmental performance of a renewal project can be evaluated effectively against the benchmarks through the assessment process.

Abstract

Purpose

POSPD, as supplementation of public open spaces (POS), has become a common policy to moderate the intensification of urbanization. However, some access restrictions, both physical and information-wise, were deliberately designed by private developers to reserve the POSPD for their own gains, which further hampers POSPD’s publicness and leads to their failure to bear social responsibilities.

Design/methodology/approach

By analyzing the current situation of the availability of public open space in private developments (POSPD) from the perspective of information justice, this research aims at proposing a policy framework for an “accessible and interactive platform” which advocates promoting informational justice by integrating public participation into the establishment of an interaction loop to promote the revitalization of POSPD. The methodology includes the review of previous solutions and platforms, the establishment of a POSPD database and geographic information system (GIS) analysis.

Findings

The POSPD in Hong Kong are unevenly distributed physically while the information about them is injustice and inadequate. Understanding the existing informational injustice associated with POSPD and revitalizing the stock spaces is timely and vital. Using the user-generated data from volunteers as the information flow, the proposed responsive POSPD platform will provide continuous positive feedback for policy improvement to help realize the collaborative management and sustainable development of the POS.

Originality/value

Making use of information and communication technology (ICT) to extend the “public” to the “internet-based”, the proposed framework regards the exploitation of ICT to enhance information justice as a novel way to revitalize POSPD. It involves collaborative operation among citizen participation and official POS management.

Abstract

Purpose

The aim of this paper is to investigate the major differences between the government's role in building energy efficiency (BEE) in China and three developed countries, and to further the understanding of market expectations of the most effective government measures to encourage BEE development in China.

Design/methodology/approach

The approach taken was: establish a framework for a critical comparative study; compare and assess the BEE promotion measures available to governments in the USA, Canada, the UK and China; survey the BEE market expectations of building design professionals to better understand the favourable measures the Chinese Government could take to further promote BEE; and triangulate the findings of the comparative study and questionnaire survey to develop recommendations for BEE promotion in mainland China.

Findings

Economic incentives are important for BEE promotion at the current stage, but they are lacking in China. Active government interventions, such as adjusting energy pricing and implementing BEE legislation, are needed in China if BEE is to become economically viable and efficient.

Research limitations/implications

Owing to limited resources, the questionnaire survey did not reach every part of China. A further study should be carried out to extend the investigation to more areas of China and to obtain wider stakeholder coverage.

Originality/value

The originality of this paper lies in its development of a theoretical framework to further understanding of the government's role in BEE promotion and its use of first‐hand data collected from industry to verify market expectations of that role in China.

Abstract

Purpose

This paper aims to investigate the prevailing practice of managing client requirements for design and build (D&B) construction projects in Hong Kong. It attempts to evaluate the limitations and addresses the need for a practical framework for facilitating the implementation of client requirements management within the industry.

Design/methodology/approach

Two research instruments were used in this paper: semi‐structured interviews and case studies.

Findings

The study revealed that the limitations of the current practice included the lack of a comprehensive client's project brief, inadequate involvement of client in the briefing process, the lack of impartial agents, the controversy caused by the uncertain legal status of end‐users and the improper timing of raising requirements by key project stakeholders. Recommendations are given that an inclusive project brief is necessary in clarifying the goals and covering all‐rounded perspectives. A practical framework is needed to improve the client requirements management practice within the construction industry.

Research limitations/implications

The D&B procurement system adopted in Hong Kong actually exists in various forms within the construction industry, which differ from the prototype that has long been recognized. Therefore, a more detailed study into D&B projects covering a broader area is necessary in the future.

Originality/value

Little research work has been undertaken on the study of client requirements management, especially for D&B construction projects. This paper has improved the comprehension of the nature of client requirements and has provided valuable insights into the prevailing problems associated with the management of client requirements.

Abstract

Purpose

Building energy efficiency retrofit (BEER) not only provides excellent opportunities to reduce overall energy consumption of buildings in a city but also encourages environmental protection, the rational use of resources, and occupants' healthcare, which all contribute towards the sustainability of existing buildings. However, there is a lack of effective performance indicators to measure the sustainability of BEER projects. The aim of this paper is to formulate a list of key performance indicators (KPI) for the sustainability assessment of BEER in hotel buildings.

Design/methodology/approach

First, a literature review and in‐depth interviews with industry experts and academic researchers were conducted, which filtered the performance indicators for assessing sustainability. Second, a questionnaire survey was conducted to collect data from various groups of experts to analyze the significance of the selected performance indicators. Finally, a model based on fuzzy set theory was designed to identify the key performance indicators (KPIs) for the sustainability of BEER.

Findings

Eight KPIs were identified based on fuzzy set theory in this study. They are: quality performance, hotel energy management, cost performance, project profitability, energy consumption and resources saving, health and safety, stakeholder satisfaction, and innovation and improvement.

Practical implications

The KPIs of sustainability of BEER identified for hotel buildings in China in this study can be useful reference for other similar research. However, with the different requirements for building types and building ownerships, the KPIs of sustainability of BEER for different buildings may be variable. The findings in this study may not be directly relevant to other types of building.

Originality/value

Key performance indicators for the sustainability assessment of BEER in hotel buildings in China are identified and analyzed in this study. The KPIs can help decision‐makers to identify an optimal solution between alternatives, which presents the maximum sustainability performance.
